RESOLUTION NO. 78-22
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY CONCURRING WITH
THE REQUEST OF THE BOARD OF SUPERVISORS TO AMEND AND CLARIFY THE
RESOLUTION PASSED BY THE BOARD OF SUPERVISORS ON DECEMBER 19, 1977
REQUESTING THE SUBSTITUTION OF THE COUNTY OF SANTA CLARA FOR THE RCJPB
AS SPONSOR OF THE REGIONAL J PLANNING GRANT.
WHEREAS, the RCJPB has been terminated by the withdrawal
of the City of San Jose from the Joint Powers Agency creating the
RCJPB; and
WHEREAS, the ongoing staff functions relating to the operation
of the LEAA Program in Santa Clara County are vital to existing pro-
grams; and
WHEREAS, the City of Gilroy concurs with the County of Santa
Clara recognizing its responsibility in protecting the grant programs
of both the County of Santa Clara and the smaller cities within the
county,
NOW, THEREFORE, BE IT RESOLVED that the Council concurs that
the County of Santa Clara request the State of California Office of
Criminal Justice Planning a substitution of grantee from the RCJPB
to the County of Santa Clara for Planning Grant No. P 8028-78; Cri-
minal Justice Education & Training Resource System (CJRS) A 2570-2
and A 2570-3; Individual Training Awards (ITA) 2555-2 and 2555-3;
Countywide CAPER 4006-1 and RCJPB Evaluation Unit 2649-2 and 2649-3.
BE IT FURTHER RESOLVED that the Council concurs that the
County Executive be authorized to sign any pending grant awards,
grant modifications, budget modifications or other documents neces-
sary for fulfilling purposes of the grants not delegated by the State

to the Region J Planning Director on the above mentioned grants;
BE IT FURTHER RESOLVED that the Council concurs that the
County of Santa Clara assumes no additional fiscal or administrative
duties or responsibilities other than those in existence at this
time; and
BE IT FURTHER RESOLVED that the Council concurs that the
staff of the Region J shall continue to administer the LEAA Grant Pro-
gram as employees under the Grant and not as employees of the County
of Santa Clara until such time as a new entity can be formed to re-
place the RCJPB.
PASSED AND ADOPTED by the City Council of the City of Gilroy,
County of Santa Clara, State of California on this 20th day of
March, 1978, by the following vote:
