the responsible ABAG approving bodies; and

approved by the ABAG Environmental Management Task Force, Regional
Planning Committee, Executive Board, and General Assembly; and
WHEREAS, the City Council of the City of Gilroy has reviewed

EMP relating to water quality; and

is implicit in the plan so as to include good faith efforts to
implement; and

so that the initial EMP can be updated and revised on a regular
basis; and
l~EREAS, although additional local expenditures resulting
directly from the EMP are not large relative to previous or on-
going environmental management activities, local government fis-
cal resources are strained by the Statewide passage of Proposi-
tion 13 on June 6, 1978.
NOW, THEREFORE, BE IT RESOLVED that the City of Gilroy
approves and adopts those portions of the EMF relating to water
quality for implementation;
BE IT FURTHER RESOLVED that the City of Gilroy agrees to
continue with its good faith effort to implement those portions
of the initial E~~ relating to water quality (see attachment
for listing-Exhibit "A") that are within this jurisdiction's res-
ponsibility;
BE IT FURTHER RESOLVED that implementation of actions fin-
anced wholly or in part by Federal and/or State funds will be
conditioned on the availability of that money;

the impact of Proposition 13, reserves the right to postpone im-
plementing any provision in the EMF involving local expenditures;
BE IT FURTHER RESOLVED that the City of Gilroy will seek
to modify the initial EMP as appropriate during the continuing
planning process if implementation does not proceed according to
the EHP's approved schedule;
