RESOLUTION NO. 78 - 95
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY APPROVING
AN AMENDMENT TO THE SOLID WASTE MANAGEMENT PUL~ FOR SANTA CLARA
COUNTY, GROUP I WASTE TRANSFER STATION.
WHEREAS, the Solid Waste Management Plan for Santa Clara
County has been previously submitted to and approved by the City
Council; and
WHEREAS, an amendment to said plan regardingGroup I Waste
Transfer Station has been prepared and submitted to the City
Council; and
WHEREAS, the proposed amendment affects Chapter 2, Sum-
mary of the Plan, Chapter II, Group I Waste Management Systems;
NOW, THEREFORE BE IT RESOLVED that the Gilroy City Council
hereby approves the amendment to the Solid Waste Management Plan
for Santa Clara County, December, 1975, as amended, shown as
Exhibit "A" to this resolution and made part hereof by this reference.
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Gilroy this 4th day of December, 1978, by the fol-
lowing vote:

SOLID WASTE MANAGEMENT PROGRAM

TRANSFER STATION

Preface
In the time since the Countywide Plan was written, there has been a steady rate of
growth in the industrial community here. Based upon that growth, which is estimated
at approximately 7%. Group I waste quantities are estimated to have increased from
about 505,000 gallons per month of all types of Class 1 wastes in 1974, to about
547.000 gallons in i977. With the passage of time it has become increasingly evident
that some expansion and diversification of the Group I waste management systCiTl, here.
is required in order to assure continued. reliable and economical removal and disposal
service.
Gimell i Bros. Class I Transfer Station
The liquid Waste Division of GimelJi Bros, is a fully State licensed liquid waste
hauler who proposes to operate a Class I transfer station on their site at 326
Phelan Avenue. San Jose, The site is conveniently located with respect to surface
transportation throughout the County and the Bay Region, It is zoned for heavy
industrial use and the proponents are presently working towards City approvals for
the use and for improvements on the site.
Site facilities include two 30,000 gal Ion tanks, instal led within a diked area,
designed for temporary storage of I iquid wastes in transit to disposal or reclama-
tion. The site also provides outside storage for drums of I iquid wastes. The
operating plan for the site provides for on-site storage of bulk I iquids and ful I
drums pending accumulation of a full truckload for transfer to disposal. Ultimate
disposal of the materials which are accumulated at this location wi I I be accomplished
either at the State licensed sites in the Bay Region, at the recently opened McKay
Trucking site at Kettleman Hil Is or other licensed and approved sites as the need
dictates,
Reliable. economical collection, transport and disposal of Group' wastes in this
County as well as a local, early response capability to chemical spi lIs and
accidents are vital to continued physical and economic health and wel J being of
this County. This facility adds important capacity and capabi lities to the
hazardous waste management system here.
