In response to the write-up of the critique sessions following our emer-
gency operations during the flood, I would like to add my comments which con-
cern the function of the P.I.O. in future emergency operations. These comments
may be added to the page now titled "Press Relations." (The terms "Media Rela-
tions" and "News Conference" would be preferable, since radio and television
stations despise being labeled "press.")
The following would be my suggestions for the "TO DO" category:

future. However, we will have to give more notice for them in the future.
(The calls went out 5 p.m. Friday for the news conference Monday morning.
Several camera crews showed up after the-conference was over, due to lack
of communication within their own stations.)
5. One particular radio station should be designated as the information point
for all residents. (Suggestions: KLOK, KWSS, KGO, or local transmitter).

1. A dedicated phone for the P.I.O. should be installed in the E.O.C. This
phone should have two or three lines, and should be push-button, not rotary
dial. The phone number should be used only by the P.I.O. for media calls, so
that calls don't get routed to the wrong place, as was the case this time.
(There was no phone at all for the P.I.O. or Planning Dept. in the E.O.C.)
.../''''''\ 2. The E.O.C. should have a bulletin board or blackboard where the P.1.0. can
. \ put critical updates up for all E.O.C. personnel to see. Ideally, those
answering general information calls from the public should be able to see

(On several occasions, I had to leave the E.O.C. for fresh air after becoming

(Those in the EOC for this emergency were eight years old. Luckily, I was
aware of this, and grabbed my 1986 phone book at home the minute I was in-
formed of the activation of the EOC.)
