Every employee who was called upon responded with hard work over long hours, often under extreme conditions. Many of our employee's actions were truly heroic in evacuation and rescue of endangered citizens. Other city employees made a trying situation as comfortable as possible for the temporarily homeless. The spirit of teamwork and "can-do" shown by you and your fellow employees gives me great pride to be associated with you. You can justifiably be proud of what we accomplished together. We realize the pressures on you and applaud you for the tactful and thoughtful ways you are dealing with them. . We also understand the frustrations you are feeling as we are having to deal with those same frus trat ions. There is not a day that goes by without our staff wishing, with hindsight as our guide, we could change the events of February 17. We truly appreciate the positive approach you have taken during the critiq~ing of the flood. In many cities, the pOlitical second-guessing is often worse than the incident. Instead, we (Council and Staff) are working together to learn from this experience by translating this new knowledge into action plans (i.e., updating our E.O.P., new flood warning systems, etc.). Ultimately, this work will help future councils and staffs in dealing with these types of crises. This may sound trite, but it is the honest truth; because we have worked together as a team and supported each other, this city government is closer, and exudes a pride that I have not seen before. Even though we are not at the end of the road, by any means, by using the same determination and support mechanisms that got us through the painful Sewergate situation, we will make it through the Flood of 186!
