Subject: Commendation to Persons Participating in
Flood Emergency of January 4, 1982
At their regular meeting of January 18, 1982, the Gilroy City Council
reviewed the log describing the conditions encountered on the subject day and
evening. In the log, every effort was made to list all of the individuals
who participated in this outstanding effort to protect the affected areas of
our communi ty.
The Council was very pleased by the efforts of City employees and
local citizens who worked so unselfishly to protect the properties of their
neighbors in need.
Council directed that their appreciation and commendations be conveyed
to these deserving individuals.
Council and Staff join in extending our best wishes and continued
success to you.

Subject: Report on Recent Flood (Janaury 4-5, 1982)
Attached are the following:
1. Emergency Operations Center Chronological Log
2. List of Volunteer Sandbag Crew
3. Public Works Employees
4. Parks and Recreation Employees
5. Police Department Employees and Reserves
In addition to the above employees, the regular shift of the Fire Department
participated.
John Lacaze of Gilroy Transit Mix delivered 200 tons of sand throughout the
evening, finally securing at 2:00 a.m.
Winchell's Donuts delivered donuts and coffee to sandbaq~in0 crews.
There were numerous other people who worked throughout the evening in an
effort to protect their own and adjacent neighbors property.
A public works crew of six (6) was called out at 6:00 a.m. on January 4, 1982,
to control intersection flooding, clogged drains and delivered sandbags to several
locations. Public Works and Parks and Recreation crews worked on localized flooding
throughout the community and distributed and assisted in sandbagging various business
and residential properties throughout the day and evening.
At approximately 9:00 p.m., we received word the Uvas Creek was rising at an
estimated rate of one (1) foot per hour and was nearing the top of the levee at several
locations.
The Emergency Operations Center was opened at 10:20 p.m. Shortly, we were
advised the Uvas Creek was lapping over the levee in the vicinity (upstream) of the
Thomas Road Bridge. Risdients south of Tenth Street were advised of the Uvas Creek
situation by roving police units and the local radio station (KFAT). Volunteer and
city crews began sandbagging at several locations along Uvas Creek.

During an approximate six (6) hour period, 2,500 sandbags were filled and
placed. At an estimated 70 lbs. per bag, this equals 175,000 lbs. (88 tons) placed
by hand during this six-hour interval.
The rain slowed about midnight and the situation began to stabilize at about
1:45 p.m. The field crews secured at 4:00 a.m.
On Tuesday (1/5/82), the following damage estimates were completed by the
Building Division, Public Works and Parks and Recreation, respectively:

CHRONOLOGICAL RECORD
Arrived at Center.
Majority of Staff at Center setting up.
Reviewed flood conditions.
Flooding and protective works were underway at north end and south
end of community and Walnut Lane on the east. Uvas Creek was
beginning to overlap the levee at Thomas Road Bridge.
Police dispatched to all residential areas south of Tenth Street
to warn residents of the potential outbreak of flood waters along
Uvas Creek in vicinity of Thomas Road Bridge and the availability
of services at the Community Center at Sixth and Hanna Streets.
Santa Clara County Emergency Services advised of local situation.
Local radio and television stations notified of above Uvas Creek
message.
Police Reserves called out.
Contacted Gavilan Water District (Jack Sturla) in re: to Uvas Dam.
Advised water had been going over spillway since 12:30 p.m. Monday,
January 4, 1982). Dam was in good condition.
Police swing shift held over.
Advised farm lands south of town were flooding.
Santa Clara Valley Water District advised of local conditions.

Police, under field direction of Commander McCuiston, responded to
rescue of several el der1y people at 5585 Monterey Rd.
Units dispatched to remove tenants in 8500 block of Church St.
Advised Red Cross at Community Center.
Santa Clara Valley Water District advised radar scope indicates
storm is clearing - rise in Uvas Dam should slow down.
Additional (volunteer) sandbag crew to Uvas levee, vicinity of
Thomas Rd.
Police unit cleared on rescue south of Gilroy, vicinity of Farman
Lane.
Advised Lewis Street is flooded, vicinity of Miller Slough.
Advised water level at Santa Teresa Blvd. Bridge was dropping down.
Advised Cal Trans closed State Rte. 101 south.
Reported levee west of Miller Crossing had dropped - now showing
five (5) feet of free board.

Public Works Crews started at 6 A.M. on Monday. All but 3 men worked unti I

signs, cleaning clogged drains and placed sand bags at many residences and bus-
iness in an effort to minimize water intrusion.

Devil Ie Court, Kern Avenue homes and for levee protection.
Police Unit #249 was drowned out; the engine was fi lIed with water. Estimate
repair cost $550.00

We are cleaning up after the storm and will continue to assess structural
damages. Clean up in town wi 11 probably continue into next week. We are pulling
truck loads of debris from our drainage structures and erosion is being found
around many faci lities.

Cleanup and repairs at the wastewater treatment plant will require much
more time as we estimate the damages at around one-half million dollars.
The LaCoche fence was undermined along the Miller Slough exposing the con-
crete around the line posts and erosion of Channel near Wren.

The Monterey underpass will require loading 5-10 dump loads of material.
Cost -------------------------------$ 800.00
Debris pickup will continue along structure and right of ways for next
5 days.

Kern Avenue will require Rip-Rap.

Wren Avenue concrete undermined and broken on East Side of Mi ller Slough.
