May 6, 2013
I. OPENING
A. Call to Order
Mayor Gage called the meeting to order at 6:01 p.m.
The Gilroy Police Department Honor Guard presented the flags, and then led the pledge
of allegiance.
The Invocation was given by Ruth Brenton of the Bahai Faith Community.
City Clerk Shawna Freels announced that the agenda had been posted on May 1, 2013
at 3:20 p.m.

C. Introductions
City Administrator Haglund introduced newly hired Fire Chief Alan Anderson.
II. CEREMONIAL ITEMS
A. Proclamations, Awards and Presentations
Mayor Gage presented the proclamation recognizing May 13 -17, 2013 as Police
Memorial Week.
Mayor Gage presented the proclamation naming the month of May, 2013 as Building
Safety Month.
Mayor Gage announced the proclamations naming May 5 - 11, 2013 as Childhood
Cancer Awareness Week and naming May 18, 2013 as Robert Guerrero Day.
III. PRESENTATIONS TO COUNCIL

B. Youth Commission Annual Presentation to Council
The Commissioners gave their presentation.
IV. REPORTS OF COUNCIL MEMBERS
Council Member Bracco shared the library JPA pet reading program and then explained
that there would be a mail in ballot in August to renew the existing library JPA funding
for the county library system.

Council Member Leroe -Munoz thanked everyone who participated in the art and wine
stroll downtown the previous weekend stating that it was a successful event.
Council Member Aulman also reported that the wine stroll had been a successful event.
Mayor Pro Tempore Woodward reported on the Economic Development Corporation
(EDC) retreat event, and spoke on the CalTrain rider -ship rise and the goal in running
the CalTrain to Gilroy during the Garlic Festival. He explained that VTA had approved a
�J study of a bypass between the Pacheco Pass interchange and highway 101. He then
spoke on an issue with the Amtrak train system from Monterey County explaining that
there was no disembark platform and then spoke on proposed funding for such
infrastructure improvements.
Mayor Gage explained that Leadership Gilroy would be assigning their class members
to specific projects stating that he had someone shadowing him in the goal of expanding
their knowledge about the city government. He then spoke on downtown planning and
the Robert Guerrero event on May 18th. He explained that the Sister Cities fundraiser
the previous month had been successful and stated that the Habitat Plan agreement
was going to be supported, sharing the upcoming meeting schedule. He explained that
the SCRWA budget had been adopted and shared upcoming repairs at the facility.
V. FUTURE COUNCIL INITIATED AGENDA ITEMS
Mayor Pro Tempore Woodward suggested agendizing an item that came from the EDC
retreat on analyzing the retail market to determine retail "gaps" within the community.

U Council Member Woodward suggested that the Council direct staff to assess 10 similar
U sized nearby cities to evaluate the cost ratio for public safety services, and provide
Council with a report on the findings.
The Council agreed to direct staff to provide the report
Public comment was opened.
Sue Rodriguez spoke on the need to be responsible and address the costs incurred by
the increase in transient homeless in the community.
