Minutes 2013/09/09.City of Gilroy City Council Meeting Minutes September 9, 2013 I. OPENING A. Call to Order Mayor Gage called the meeting to order at 6:00 p.m. The pledge of allegiance was led by Council Member Aulman. The invocation was given by Rajan Zed, president of the Universal Society of Hinduism. City Clerk Shawna Freels announced that the agenda had been posted on September 4, 2013 at 1:00 p.m. Roll Call Present: Council Member Peter Arellano MD; Council Member Terri Aulman; Council Member Dion Bracco; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Mayor Pro Tempore Perry Woodward; Mayor Don Gage B. Orders of the Day There were no agenda chages. C. Introductions There were no employee introductions. II. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations Mayor Gage presented a letter of recognition to Alondra Navarro honoring her for receiving the Alexander Hamilton Citizenship Achievement Award. III. PRESENTATIONS TO COUNCIL B. Historic Heritage Committee Annual Presentation to Council The presentation was given by Chair Bill Faus. A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL There were no public comments. IV. REPORTS OF COUNCIL MEMBERS Council Member Bracco thanked the community for supporting the library funding ballot measure passed in August. Council Member Tucker echoed the comments regarding the passing of the Library measure and went on to share details of the recent Habitat Conservation Plan meeting. She then stated that all other meetings had been cancelled during the summer. Council Member Arellano thanked the community for passing the library measure and spoke on Labor Day celebrations the previous month. City Council Meeting Minutes 9/9/2013 2 Council Member Leroe -Munoz spoke on the Cities Association meeting sharing the Operational Area Council for Planning stating that theBboard decided to include a specially designated south county representative to the Council. He went on to share the Gang Task Force conference being held to educate parents about gang activity. Council Member Aulman stated that the YMCA Board had hired a new director and spoke on a recent issue with regards to child safety at a YMCA site. She then spoke on plans for water recycling at Gilroy Gardens. Mayor Gage stated that the EDC had there a number of projects in process. He then spoke on the Downtown Association meeting with regards to use of the downtown banners and announced that there were members of Gilroy Sister Cities Association who would be attending the Takko Machi-Beef and Garlic Festival in October. He concluded by sharing actions at the recent SCRWA meeting. V. FUTURE COUNCIL INITIATED AGENDA ITEMS Council Member Tucker suggested agendizing the Downtown Specific Plan at a future meeting. The Council agreed to agendize the item. VI. CONSENT CALENDAR A. Minutes of the August 5, 2013 Regular Meeting B. A Resolution 2013 -37 of the City Council of the City of Gilroy Approving the Submittal of a Functional Classification Change for Local Streets and Roads to the State of California Department of Transportation C. BIDS AND PROPOSALS There were none. VIII. PUBLIC HEARINGS A. Approval of Gilroy's Neighborhood Revitalization Strategy Through Program Years 2013 -2018 (July 1, 2013 through June 30, 2018) The staff report was presented by Community Development Director Abrams and Housing and Community Development Grant Coordinator Roaf. The public hearing was opened. Gary Walton spoke on the stress on the neighborhoods within the revitalization strategy areas speaking on investing in the areas to trigger economic growth in the downtown area. He suggested creating historic guidelines as another investment to stimulate economic growth in the downtown and suggested that Downtown Association and Chamber members be included in the City's Housing Advisory Committee. City Council Meeting Minutes 9/9/2013 - 3 Ron Kirkish spoke on the comments made by Council Member Arellano regarding the mass release of prisoners back into communities, speaking on the impacts on the City of Gilroy with regards to public safety including drug activity. The public hearing was then closed. Motion on Item VIII.A. Ron Kirkish suggested that the Council consider that there were small business owners who were trying to make a living. Motion on Item IX.B. Motion: to Direct Staff to bring back the categories of hand held signs, A- frame /portable signs and off site residential open house signs at a study session and look into creation of a Gilroy "sense of place" with regards to signing, with consideration of the location of a business and the intended audience Vote: Motion carried 7 -0. CITY ADMINISTRATOR'S REPORTS City Administrator Haglund spoke on a recent grant award in the Recreation Department. He then spoke on a letter he had received from GUSD which identified 2 properties that the District was interested in selling. He then announced that he would be out of the office for 2 weeks at a conference and then on vacation in late September and Christina Turner and alternately LeeAnn McPhillips would be acting in his absence. XII. CITY ATTORNEY'S REPORTS City Attorney Callon spoke on a recent law suit being filed against the MTC and ABAG regarding the One Bay Area Plan. XIII. CLOSED SESSION A.
