Minutes 2013/12/09City of Gilroy City Council Special Meeting Minutes December 9, 2013 I. CALL TO ORDER AND ROLL CALL Mayor Pro Tempore Woodward called the meeting to order at 6:01 p.m. Roll Call Present: Council Member Peter Arellano M.D.; Council Member Terri Aulman; Council Member Dion Bracco; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Mayor Pro Tempore Perry Woodward Absent/Excused: Mayor Don Gage Mayor Pro Tempore Woodward announced that the Mayor was ill and would not be participating in the meeting. II. INTERVIEWS FOR BOARDS, COMMISSIONS AND COMMITTEES • Arts & Culture Commission - 3 seats • Bicycle Pedestrian Commission - 1 seat • Building Board of Appeals - 1 seat • Historic Heritage Committee- 2 seats • Housing Advisory Committee- 4 seats • Library Commission - 1 seat • Open Government Commission - 2 seats • Parks & Recreation Commission - 2 seats • Personnel Commission - 2 seats • Physically Challenged Board of Appeals - 2 seats • Planning Commission - 2 seats • Public Art Committee - 4 seats • Youth Commission - 1 seat The Council interviewed applicants. III. STUDY SESSION A. Report on Water Feature Options for San Ysidro Park The staff report was presented by Recreation Director DeLeon, Operations Manager Stubchaer and Public Works Director Smelser. There were no public comments. Motion on Item III.A. Motion: Receive Report and Provide Direction to Staff to continue looking for a pool option rather than a water feature. Moved by Council Member Peter Arellano M.D., seconded by Council Member Cat Tucker. Vote: Motion carried 5 -1 -1. Motion: Receive Report and Provide Direction to Staff to provide options not to exceed $1,000,000. for any water feature in the east side of Gilroy. Parking Mitigation Alternatives for New City Library The staff report was presented by Public Works Director Smelser. Public comment was opened. Tom Fischer was called to speak and shared his thoughts with regards to placing a parking structure on Eigleberry explaining that people would not park so far away and walk back to the library from the proposed location. He explained that many times the library parking lot filled, and the neighborhoods would soon be impacted with the growth of the community. Public comment was then closed. Motion on Item 111.61 Motion: to direct staff to continue to acquire the properties on Dowdy street to serve as a parking lot west of city hall, and look at an alternative parking management for employees to minimize the future parking problem. With no further action with regards to a parking structure. Moved by Council Member Peter Arellano M.D., seconded by Council Member Dion Bracco. Vote: Motion carried 6 -0 -1. Council Members Arellano, Aulman, Leroe- Munoz, Tucker and Mayor Pro Tempore Woodward each wished everyone happy holidays. IV. CLOSED SESSION A. CONFERENCE WITH REAL PROPERTY NEGOTIATORS Pursuant to Government Code Section 54956.8; Gilroy City Code Section 17A.8 (a) (2) Property: 7350 Rosanna Street, Gilroy, California (Corner of 7th and Rosanna Streets) Agency Negotiators: Thomas Haglund, City Administrator; Rick Smelser, City Engineer Other Party to Negotiations: County of Santa Clara Under Negotiations: Price and Terms of Payment There were no public comments. The City Attorney Callon explained that discussion of the item in open session would substantially harm the city's position in the case. Motion to Adjourn to Closed Session Motion: to Assert the Attorney Client Privilege on Item IV.A and Adjourn to Closed Session Moved by Council Member Peter Leroe- Munoz, seconded by Council Member Cat Tucker.
