Minutes 2014/02/03City of Gilroy City Council Meeting Minutes February 3. 2014 I. OPENING A. Call to Order Mayor Gage called the meeting to order at 6:00 p.m. The pledge of allegiance was led by Council Member Leroe - Munoz. The invocation was given by Bishop Jeff Scherck of the Church of Latter Day Saints. City Clerk Shawna Freels announced that the agenda had been posted on January 29, 2014 at 2:00 p.m. Roll Call Present: Council Member Terri Aulman; Council Member Dion Bracco; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Mayor Pro Tempore Perry Woodward; Mayor Don Gage Absent/Excused: Council Member Peter Arellano, M.D. B. Orders of the Day There were no agenda changes. C. Introductions There were no employee introductions. II. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations Mayor Gage presented certificates of appreciation to all of the outgoing members of City Boards, Commissions and Committees. Greg Bozzo of the Gilroy Sister Cities Association gave a presentation of Takko Machi, Japan Anniversary Gifts and shared the history of the Gilroy Sister Cities Association. III. PRESENTATIONS TO COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL There were no public comments. B. Presentation to Council of the Young Artists Poster Contest "Judges Favorite" Award Winners The presentation was given by Recreation Director DeLeon, and Mayor Gage recognized the outstanding design elements winners. REPORTS OF COUNCIL MEMBERS Council Member Bracco explained that the Santa Clara County Library JPA hired a security guard for the Gilroy library who was now staffed at the library site. MAYOR'S REPORT Mayor Gage shared the monthly employee recognition letters for the month of January. V. FUTURE COUNCIL INITIATED AGENDA ITEMS There were no future agenda items presented. VII. Moved by Council Member Peter Leroe- Munoz, seconded by Mayor Pro Tempore Perry Woodward. Vote: Motion carried 4 -2 -1. Update on Homelessness Initiatives The staff report was presented by Police Chief Turner. Public comment was opened. Jan Bernstein Chargin was called to speak sharing her thoughts on the reduction of homeless in the community, and then thanked the Police Department for the work on the issue. She then provided data from the compassion Center, and then spoke on the need for additional housing for the homeless and need for an emergency shelter. Public comment was then closed. D. Christmas Hill Park Ranch Site Facilities Assessment of the Existing Red Barn, Modular Trailer and Ranch House The staff report was presented by Operations Manager Stubchaer. Public comment was opened. Carol DeSantis suggested that the barn be left up for an additional year.to allow additional time to restore the structure, sharing the historic significance of the barn. She then spoke on re- purposing the building and plans to work within the community for incremental stabilization of the structure. Edith Edde was called to speak, sharing her thoughts on restoring the structure and the first master planning of Christmas Hill Park and planned use of the building. She spoke on the funding available through the County for restoration as had been accomplished with the City owned historic Wiley House. Katherine McBride was called to speak, sharing her membership on the City's Historic Heritage Committee during the review of the structure in 2008 and lack of information City Council Meeting Minutes 2/3/2014 n for the Committee to make a proper recommendation. She then requested that the building be restored, thanking the Council for considering the postponement of demolition of the building. Mary Yates was called to speak sharing her thoughts on rehabilitating the building due to benign neglect and spoke on the agricultural heritage of the structure in the community. She then spoke on keeping the footprint of the barn suggesting that the issue be resolved with creative input from the community suggesting that something other than soccer or softball fields be placed at the site. Connie Rogers spoke on the city's master planning for the site and asked if there was funding planned in the city's capital improvement budget. She then spoke on the ability to restore the barn to fit the needs in the plan for an educational center and funding available through the County for rehabilitation of historic structures. Public comment was then closed. Motion on Item IX.D. Motion: to defer the demolition of the structures on the site until 2015 after the bat and bird mating season. INTRODUCTION OF NEW BUSINESS A. Consideration of Amendments to City Code Section 17A. "the Gilroy Open Government Ordinance" The report was presented by Open Government Commission Member Glines. Public comment was then opened. Chris Foy was called to speak sharing his thoughts on postponing the decision on amending the appeals section within the ordinance until after the Commission had a chance to deliberate on it. He spoke on the importance of sunshine within city government, suggesting a 1 -year appeal timing. Public comment was then closed. Motion on Item X.A. Motion: Receive Report and Direct Staff to Prepare and Ordinance Amending Gilroy City Code Section 17.A "the Gilroy Open Government Ordinance" without the appeal timing portion until further reviewed by the commission. City Council Meeting Minutes 2/3/2014 5 Connie Rogers was called to speak sharing her thoughts on providing historic records to the Historic Society for review for historical significance, prior to disposition of them. Public comment was closed. Motion on Item X.B. Motion: to Adopt a Resolution 2014 -11 of the City Council of the City of Gilroy Repealing Resolution 2003 -79 in its Entirety and Adopting a New City of Gilroy Records Retention Schedule, with Museum review of historic records. Moved by Council Member Terri Aulman, seconded by Mayor Pro Tempore Perry Woodward. Vote: Motion carried 6 -0 -1.
