Minutes 2014/04/21City of Gilroy City Council Meeting Minutes April 21, 2014 I. OPENING A. Call to Order Mayor Gage called the meeting to order at 6:00 p.m. Council Member Leroe -Munoz led the Pledge of Allegiance. The invocation was given by Ruth Brenton of the Bahai Faith Community. City Clerk Shawna Freels reported that the agenda had been posted on April 16, 2014 at 12 :30 p.m. Roll Call Present: Council Member Terri Aulman; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Mayor Pro Tempore Perry Woodward; Mayor Don Gage; City Administrator Haglund; City Attorney Callon Absent/Excused: Council Member Dion Bracco Absent: Council Member Peter Arellano B. Orders of the Day There were no agenda changes. C. Introductions Chief Turner introduced newly hired Police Officer Jason Greathead. 11. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations Mayor Pro Tempore Woodward presented a proclamation of Appreciation for Mark Derry's 30 Years of Service to the Community as Editor of the Gilroy Dispatch. Bob Dillon was called to speak sharing his thanks and appreciation of Mark Derry. Mark Zappa was called to speak sharing his appreciate of Mark Derry for his honesty and work with the Dispatch. Andi Joseph was called to speak thanking Mark Derry for his support as her supervisor at the Dispatch. David Cox was called to speak sharing his thanks for all that Mark Derry had contributed to the community. John Zekenoski was called to speak thanking Mark Derry for his column and work at the Dispatch. Susan Mister thanked Mark Derry for his support of the community. III. PRESENTATIONS TO COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL City Council Meeting Minutes 4/21/2014 1) Council Member Peter Arellano joined the meeting at 06:30 p.m. IV. REPORTS OF COUNCIL MEMBERS Council Member Tucker spoke on the Welcome Center Board of Directors meeting sharing the numerous national publications and international events the Welcome center was a part of to promote tourism in Gilroy. Council Member Arellano stated that he had attended the ABAG meeting and would report out at the next City Council meeting. Council Member Aulman spoke on the strategic plan at Gilroy Gardens sharing the goal to present the plan at one of the Council's June meetings. MAYOR'S REPORT Mayor Gage spoke on the South County Expressway Plan sharing the areas identified in their specific plan. He then explained that there were only 3 more URM buildings that were left to address, explaining that 2 had recently been retrofit and were off of the URM list. V. FUTURE COUNCIL INITIATED AGENDA ITEMS There were none. VI. CONSENT CALENDAR A. Minutes of the April 7, 2014 Regular Meeting B. Proclamation Recognizing Arbor Day in the City of Gilroy C. Draft 2014 -2015 Annual Action Plan for the Community Development Block Grant (CDBG) and Housing Trust Fund (HTF) Dollars of the 2014 Action Plan and Associated CDBG and HTF Funding Allocations The staff report was presented by Housing and Community Development Grants Coordinator Murillo. The public hearing was opened. City Council Meeting Minutes 4/21/2014 Gary Walton was called to speak sharing his thoughts on funding other areas of the city. Jan Berstein Chargin was called to speak sharing her support of the funding allocations and reminding the Council of the need for housing and services for the homeless. The public hearing was then closed. Motion on Item VIII.A. A Planned Unit Development Zoning Amendment to Revise the Glen Loma Ranch Specific Plan for a Property Located Northeast of Santa Teresa Boulevard, West of Greenfield Drive, and Southwest of Uvas Creek on Approximately 309 acres, APN's 808 -43 -001, 002, 003, and 005; 808 -18 -003, 014, 015, 016, 017, and 018; 808 -19 -016, 018, and 019, and 2.3 Acres of Existing City Right -of -way. Tim Filice c/o The Glen Loma Group, Applicant (Z 14 -01) and a Tentative Map Request to Subdivide the Area to Develop 369 Single - Family Lots on 45.4 + /- Acres, 9 public open space lots, 59 private open space lots, and 11 Lots for Future Development (TM 13 -08) The staff report was presented by Planning Division Manager Martin and further presented by Transportation Engineer Servin. The public hearing was opened. . Applicant Tim Filice was called to speak sharing the history of the project, and his recent work with staff on the project. Arementa Jensen of RJA spoke on the project proposal as consultant for the applicant. The public hearing was then closed.
