Minutes 2014/05/05City of Gilroy City Council Meeting Minutes May 5. 2014 I. OPENING A. Call to Order Mayor Gage called the meeting to order at 6:00 p.m. The pledge of Allegiance was led by Council Member Tucker. The invocation was given by Frank Azad of the Bahai Faith Community. City Clerk Shawna Freels announced that the agenda had been posted on April 30, 2014 at 10:45 a.m. Roll Call Present: Council Member Terri Aulman; Council Member Dion Bracco; Council Member Cat Tucker; Mayor Pro Tempore Perry Woodward; Mayor Don Gage Absent: Council Member Peter Arellano; Council Member Peter Leroe -Munoz B. Proclamations, Awards and Presentations Presentation of Letter of Commendation to Eagle Scout Connor Burke- McConkie Proclamation Recognizing May 8, 2014 as Bike to Work "Curt Hentschke" Day Mayor Gage presented the Bike to Work proclamation and Commissioner Tony Marandos of the Bicycle Pedestrian Commission spoke on the dedication of the day to Mr. Hentschke. Presentation of Recology South Valley Recycler of the Year Award to Creative Labels Julie Alter of Recology South Valley presented the award to recycler of the year Creative Labels. Presentation by Rebekah Children's Services Dr. Emery gave a presentation on Rebekah Children's Services. C. CMAP Annual Presentation to the City Council Executive Director of CMAP Kathy Bisbee gave the presentation. Council Member Peter Leroe -Munoz joined the meeting at 06:25 p.m. D. Youth Commission Annual Presentation to the City Council The presentation was given by the Commissioners. IV. REPORTS OF COUNCIL MEMBERS Council Member Leroe -Munoz spoke on the Santa Clara Cities Association general membership meeting the following Thursday. Council Member Aulman announced that the Exchange Club's annual blue and gold luncheon would be held on June during public safety week. Mayor Pro Tempore Woodward stated that County Supervisor and LAFCO member Cindy Chavez had toured the city the previous week to look at various locations in proximity to Gilroy that could be brought into the city limits. MAYOR'S REPORT Mayor Gage stated that the URM Task Force would be meeting the following day and was continuing to work with property owners with URM buildings in the downtown. V. PUBLIC HEARINGS A. Continued Public Hearing on the 2014 -2015 Annual Action Plan for Community Development Block Grant (CDBG) and Housing Trust Fund (HTF) Dollars of the 2014 Action Plan and Associated CDBG and HTF Funding Allocations The staff report was presented by Housing and Community Development Grant Coordinator Murillo. The public hearing was opened. Gary Walton was called to speak sharing his interests in the downtown and neighborhood revitalization strategy area asking various questions about the decision making process at the staff level and outcomes of public outreach and process. He recommended that the Council create an oversight committee of citizens and community stakeholders to work with staff to prioritize goals and monitor the consolidated policies and procedures and accounting list of the results of the defined goals of previous plans. The public hearing was opened. Ron Kirkish explained that the Council should think about the safety aspect for the public asking if the lower lighting would be sufficient.
