Minutes 2014/09/08City of Gilroy City Council Meeting Minutes September 9. 2014 I. OPENING A. Call to Order Mayor Gage called the meeting to order at 6:00 p.m. The pledge of allegiance was led by Mayor Pro Tempore Woodward. The invocation was given by Pastor Malcolm McPhail of New Hope Community Church. City Clerk Shawna Freels announced that the agenda had been posted on September 3, 2014 at 11:00 a.m. Roll Call Present: Council Member Terri Aulman; Council Member Dion Bracco; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Mayor Pro Tempore Perry Woodward; Mayor Don Gage Absent: Council Member Peter Arellano B. Orders of the Day There were no agenda changes. C. Introductions There were no employee introductions. II. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations Mayor Gage presented a proclamation naming the month of September, 2014 as Library Card Sign -up Month, and Librarian Lani Yoshimura spoke on the events planned in celebration. III. PRESENTATIONS TO COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL There were no public comments. Council Member Peter Arellano joined the meeting at 06:15 p.m. B. Housing Advisory Committee Annual Presentation to the City Council The presentation was given by Rebecca Garcia of the Housing Advisory Committee. IV. REPORTS OF COUNCIL MEMBERS There were none. MAYOR'S REPORT City Council Meeting Minutes 9/8/2014 Mayor Gage spoke on the Downtown Association planning for upcoming events, and then spoke on the recent SCRWA Board approval of a new generator. He then spoke on the South County expressway meeting and future planning session and concluded by sharing the significant progress with the URM Task force with regards to several of the URM buildings in the downtown, and plans for anchoring parapets on downtown structures. A. Santa Clara County Council on Aging (Sourcewise) Appointee Mayor Gage asked if Council Member Arellano would be able to attend the last few meetings of the year. Council Member Arellano agreed that he would. V. FUTURE COUNCIL INITIATED AGENDA ITEMS There were none. VI. CONSENT CALENDAR A. Minutes of the August 18, 2014 Regular Meeting B. A Public Hearing to Hear Public Testimony and to Consider Declaring the Property at 1221 Cypress Court, Gilroy a Public Nuisance and to Order the City Administrator to Abate Such Nuisance or Cause the Same to be Abated Pursuant to Gilroy City Code Section 513.23 The staff report was presented by Code Enforcement Officer Scott Barron. The public hearing was opened and there being no public comments, it was then closed. Motion on Item VIII.A. City Council Meeting Minutes 9/8/2014 4 Bob Sigala was called to speak sharing his thoughts on the description of "affordable housing" asking if the price range could be shared with the public. He then spoke on the concessions the city had given such as smaller parking sites and the current working class wage. He concluded by thanking the Council for their work with the sign ordinance revisions. Ron Kirkish was called to speak sharing his concerns with the parking issue at the project and explaining that the renters would be forced to use parking on the neighboring property sites. Jan Berstein - Chargin was called to speak sharing the need for the housing and explaining that there were people in the community who had section 8 housing vouchers that could not be used. She then spoke on the concept of "eco passes" for renters who used public transportation. Public comment was then closed. Motion on Item IX.B.
