City Council Special Meeting Minutes
September 29, 2014
I. CALL TO ORDER AND ROLL CALL
Mayor Gage called the meeting to order at 6:00 p.m.
Roll Call
Present: Council Member Terri Aulman; Council Member Dion Bracco; Council
Member Cat Tucker; Mayor Pro Tempore Perry Woodward; Mayor Don Gage
Absent/Excused: Council Member Peter Arellano; Council Member Peter Leroe-
Munoz
Mayor Gage announced that Council Member Leroe -Munoz was unable to attend the
meeting.
II. NEW BUSINESS
A. Establishment of a Measure "F" Expenditure Oversight Committee
City Administrator Haglund presented the staff report.
Public comment was opened.
Ron Kirkish was called to speak sharing his thoughts on an oversight committee to
address concems of how the monies would be spent. He then spoke on the sidewalk
repair program explaining that it would take 26 years to repair sidewalk problems
without the measure monies.
Susan Mister was called to speak sharing her concerns with the survey results as stated
on August 4th in comparison to the staff report that evening, and further spoke on
needed oversight of the use of the money prior to the expenditures of the funds.
Public comment was then closed.
Motion on Item II.A.
Motion: to Establish a Measure "F" Expenditure Oversight Committee
Moved by Council Member Terri Aulman, seconded by Mayor Pro Tempore Perry
Woodward.
Vote: Motion carried 5 -0 -2.

A. Economic Development Strategic Plan Work Plan
The staff report was presented by Development Center Manager Butler.
There were no public comments.

Motion: Receive report and provide direction to staff to move forward
Moved by Council Member Cat Tucker, seconded by Council Member Terri
Aulman.

B. Interim Downtown Parking Management Plan
The staff report was presented by Traffic Engineer Servin.
Public comment was opened.
Elsa LeDon was called to speak sharing her concerns with the multiple studies over the
years that had not been follow- through on and further stating that public parking wasn't
well identified. She then explained that there were many businesses that were turned
away from the downtown due to the lack of sufficient parking.
Public comment was then closed.

Motion: to Receive the Report
Moved by Mayor Pro Tempore Perry Woodward, seconded by Council Member
Cat Tucker.
