City Council Special Meeting Minutes

October 13, 2014
I. CALL TO ORDER AND ROLL CALL
Mayor Gage called the meeting to order at 6:02 p.m.
Roll Call
Present: Council Member Terri Aulman; Council Member Dion Bracco; Council
Member Peter Leroe- Munoz; Council Member Tucker; Mayor Pro Tempore Perry
Woodward; Mayor Don Gage
Absent/Excused: Council Member Peter Arellano
II. STUDY SESSION
A. Presentation of a Request for an Urban Service Area (USA) Boundary
Amendment North of City Limits Generally Bounded by Monterey Road to the
East, Fitzgerald Avenue to the North, Santa Teresa Boulevard to the West and
Day Road to the South
The staff report was presented by Planning Manager Martin.
Public comment was opened.
Skip Spiering was called to speak sharing the neighborhood district issues and the
process of moving through LAFCO.
Ron Kirkish was called to speak asking about the sphere of influence and the areas of
the county that were planned to be brought into the city, seeking more information on
fees associated with the process.
Connie Rogers was called to speak asking the Council to consider going slow due to
the in- progress general plan. She suggested that the priority areas identified in
the one bay area plan be moved forward first due to the nexus to additional funding.
Carolyn Tognetti was called to speak stating her concerns with considering the USA
during the general plan update process.
Alvaro Meza of the Gilroy Unified School District was called to speak sharing the
conflicts with the proposal and the need for additional development mitigation impact
fees for the district.
Bud Biafore was called to speak explaining a previous proposal for an industrial park.
He went on to explain the needs for a slow process and an attention to the on -going
general plan process, expressing his thoughts on the applicant baring the burden of all
fees associated with the request.
Public comment was then closed.
Motion on Item II.A.
Motion: Direction to Staff to move forward with processing the application, with
staff and the applicant working out the details of the applicant's payment of
processing costs.
Moved by Mayor Pro Tempore Perry Woodward, seconded by Council Member
Peter Leroe- Munoz.
Vote: Motion carried 5 -1 -1.
