City Council Meeting Minutes
April 20, 2015
I. OPENING
A. Call to Order
Mayor Gage called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was led by Mayor Pro Tempore Woodward.
The invocation was given by Father Robert Brocato of St. Mary's Church.
City Clerk Shawna Freels announced that the agenda had been posted on April 15,
2015 at 12:20 p.m.

II. CEREMONIAL ITEMS
A. Proclamations, Awards and Presentations
Mayor Gage presented a proclamation recognizing the Gilroy High School Chamber
Singers for their 2015 Ireland tour.
Mayor Gage presented a proclamation recognizing May as Building Safety Month.
Recology South Valley announced Old City Hall Restaurant as the Recycler of the Year.

Proposals
Traffic Engineer Servin introduced John Ristro of VTA, who gave the presentation.
C. Presentation on New Fair Political Practices Commission Regulations for
Determining the Material Financial Effect of a Decision on a Real Property
Interest
The presentation was given by Assistant City Attorney Houston.
IV. REPORTS OF COUNCIL MEMBERS

Council Member Leroe -Munoz spoke on the Silicon Valley Regional Interoperability
Authority's consideration of VTA as a possible member agency, sharing the positive
financial considerations of the additional agency. He announced that he had pamphlets
from the Water District on water savings that would be publically available in city hall.
Mayor Pro Tempore Woodward spoke on the recent high number of Caltrain pedestrian
fatalities on the rail tracks, explaining that a new program had been established to
evaluate the serious issue, with an increased effort put into education, additional
security and engineering measures to stall a train in an emergency.
MAYOR'S REPORT
Mayor Gage announced that the URM Task Force would be meeting later it the week
and then read customer compliment letters that had come into the city.

Michael Oshan was called to speak sharing his concerns with the City Council denying
his project, and presenting the benefits of the new development.

AI Pinheiro shared the Paseo Committee's work on the mural project.

Staff to allow the artist to determine which side the background mural should be
