Minutes 2015/05/04City of Gilroy City Council Meeting Minutes May 4. 2015 (.OPENING A. Call to Order Mayor Gage called the meeting to order at 6:00 p.m. The pledge of allegiance was led by Gilroy Police Department Honor Guard. The invocation was given by Ruth Breton of the Bahai Faith Community. Roll Call Present: Council Member Terri Aulman; Council Member Dion Brac.co; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Mayor Pro Tempore Perry Woodward; Mayor Don Gage Absent: Council Member Roland Velasco City Clerk Shawna Freels announced the agenda had been posted on April 30, 2015 at 10:15 a.m. and the revised agenda had been posted on April 30, 2015 at 6:15 p.m. B. Orders of the Day C. Introductions Human Resources Director McPhillips introduced newly hired Facilities Superintendent Walter Dunckle. Chief Turner introduced newly hired Police Department Dispatch trainee Guadalupe Duran and Police Officers Kenny Ellsworth and Estella Rocha. II. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations Mayor Gage presented a proclamation naming Peace Officers Memorial Week May 10- 17, 2015. Mayor Gage presented a proclamation recognizing the 50th Anniversary of AAUW Council Member Roland Velasco joined the meeting at 6:14 p.m. Mayor Gage presented a proclamation recognizing May as Bike Month and naming May 14th "Bike to Work Day" Mayor Gage honored Jacqui Carrasco for her 15 years of service to the City. III. PRESENTATIONS TO COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL Ralph Titos was called to speak sharing his concerns with construction in his neighborhood including dust and noise and he asked the Council to consider limiting construction hours. He then went on to describe illegal activity at the park in front of his home explaining that he had called the Police Department 100's of times. He then concluded by explaining that the emergency access gate to Carriage Homes had been removed which now allowed for speeding in the area. REPORTS OF COUNCIL MEMBERS Council Member Tucker spoke on the Gilroy Welcome Center website and Spice of Life collateral advertising awards. She then explained that she had. 2 meetings upcoming in the month. Council Member Leroe -Munoz spoke on the youth art awards celebration during the weekend sharing the impressiveness of the event. Council Member Aulman announced that the Gilroy Garden's local's day had been a huge success, sharing the goals of the upcoming water oasis feature at the park. MAYOR'S REPORT Mayor Gage announced that the Downtown Business Association would meet the following day and he then spoke on the golf tournament fundraiser for the Youth Task Force. He then spoke on the functions of the Cal ID Network, and further stated that the SCRWA Board would meet later in the week. He concluded by explaining that the County Expressway Board was working on widening Santa Teresa Boulevard. V. FUTURE COUNCIL INITIATED AGENDA ITEMS There were none. VI. CONSENT CALENDAR A. A Planned Unit Development (PUD) Zoning Overlay Request to the Hecker Pass Specific Plan for Modified Setbacks for a Project Commonly Known as the Heartland Estates -South Project Located at the Southern Portions of 1690 and 1750 Hecker Pass Road, APN 810 -21 -008, Meritage Homes c/o Scott Kramer, Applicant (Z 15 -04) Architectural and Site Review for the Development of Fifteen Single- family Residential Homes from 2,600 + /- to 3,200 + /- Square Feet on Lots From 7,400+/ - to 11,100 + /- Square Feet, Meritage Homes c/o Scott Kramer, Applicant (A/S 14- 37) The staff report for Items VIII.B and VIII.C. were presented by Planning Division Manager Martin. The public hearing was opened. Skip Spiering spoke on behalf of the project owner sharing the layout of the homes and explaining that the Planning Commission parking recommendations were excessive. He ' explained that the entire project was single story to compliment the other homes surrounding it. Susan Mister was called to speak sharing the need to protect the scenic highway including outdoor advertising, structural appearance and moving land. She then asked the Council to consider keeping with the approved plan sharing her concerns with traffic and safety on the northern side on Hecker Pass. She then spoke on changing the zoning from agriculture to commercial and the destruction it would cause to the natural landscaping on the scenic highway. City Council Meeting Minutes. 5/4/2015 John Dailey was called to speak asking if the homes would be single story and asking if there would be an exit onto Hecker Pass Highway and if all of the traffic would come through Third Street. The public hearing was then closed. Council Member Tucker announced that she had spoken to the applicant. Motion on Item VIII.B.
