City Council Meeting Minutes
June 15, 2015
I. OPENING
A. Call to Order
Mayor Gage called the meeting to order at 6:00 p.m.
The pledge of allegiance was led by Mayor Pro Tempore Woodward.
The invocation was given by Bishop Jim Rawlings of the Church of Latter Day Saints.

City Clerk Shawna Freels announced that the agenda had been posted on June 10,
2015 at 1:15 p.m.
B. Orders of the Day
There were no agenda changes.
C. Introductions
Public Works Director Smelser introduced newly hired Budget Analyst Stephanie
Gutowski.
Community Development Director Abrams introduced newly.hired Building Inspector
Lary Rogers.
I. INTERVIEWS
A. Interviews for Two (2) Seats on the South County Joint Planning Advisory
Committee
The Council interviewed Alicia Lemmon.
II. CEREMONIAL ITEMS
A. Proclamations, Awards and Presentations
Council Member Roland Velasco joined the meeting at 06:08 p.m.
Mayor Gage presented a proclamation recognizing June 1, 2015 - June 30, 2015 as
American Cancer Society "Paint the Town Purple Days"
Mayor Gage presented a proclamation honoring Joe Kline as the 2015 Veteran of the
Year.
III. PRESENTATIONS TO COUNCIL

A young man spoke on the health issues he had experienced since he had moved to

Gilroy explaining that EMF radiation from the smart meter attached to his home had
caused his health issues, asking the City Council to consider banning smart meters as
had been done in Watsonville and other communities.
Public comment was then closed.
Council Member Peter Leroe -Munoz joined the meeting at 06:16 p.m.
IV. REPORTS OF COUNCIL MEMBERS
Council Member Velasco announced that the annual Sister Cities dinner had been very
successful and explained that the Association was looking for host families to house
visitors from the Sister Cities who would be attending the Garlic Festival in July.
Council Member Leroe Munoz spoke on the Arteagas health fair sharing its success.
Council Member Aulman explained that Gilroy Gardens was up in attendance by 12,000
and member visitation was up 13% and the park had opened the "green barn" with
much success.
Mayor Pro Tempore Woodward spoke on the Caltrain budget approval the previous
week and shared the upturn in ridership explaining that CalTrain was still looking at
expanding rail to the south.
MAYOR'S REPORT
Mayor Gage spoke on the continued success of the URM retrofits in the downtown
explaining that a status report would soon be presented to Council. He then spoke in
detail on the work of the South County Youth Task Force and South County Policy
Team and announced that the Downtown Business Association had held a successful
wine stroll event.

The public hearing was opened.
James Strom was called to speak sharing issues his tenant had been having making
payments for garbage service. He spoke on his communications with the tenant and
issues he was having in attempting to sell the property, which would impacted more if a
lien was to be placed on the home. He then spoke on the HUD funding restrictions
related to his rental.
The public hearing was then closed..
Motion on Item VIII.A.
Motion: to Adopt a Resolution 2015 -35 of the City Council of the City of Gilroy
Regarding the Imposition of Special Assessment Liens for the Costs of
Delinquent Garbage, Rubbish and Refuse Collection Services for Certain
Properties Located in Gilroy, California, with the removal of the Strom property
located at 7310 Chadwick Street, APN 808 -27 -020 if the past due bill was paid by
June 16, 2015.

Campaign Finance"
The staff report was presented by City Administrator Haglund.
Public comment was opened.
Connie Rogers was called to speak sharing her concerns with raising the individual
contribution limits so high as it allowed the wealthy and developers to contribute more.
She then spoke on the issue of money buying elections explaining that she preferred to
see grass roots efforts politics.
Tom Fischer was called to speak sharing his thoughts on money in politics explaining
that the issue at hand was it was a voluntary limit, and not mandatory. He then spoke
on the necessity of being independent stating that raising the limits so high would chill
some people from even running for office as they would be going up against others with
more financial resources.

Ron Kirkish spoke on the city's reserve explaining that he had recognized that cities
without a strong reserve were going bankrupt, and he believed the city should not dip
into the reserve as it was in -place for unanticipated needs.

D. Water Supply Assessment for the North Gilroy Neighborhood District Urban
Service Area Amendment (USA 14 -01)
The staff report was presented by Richard James of EMC and Community Development
Director Abrams.
Public comment was opened.
Connie Rogers was called to speak asking for clarification on the approval of the
contents and conclusion, and asking if consideration of the water conservation
efforts of the existing residents was even being considered, urging the Council to not
approve the report.
Ron Kirkish was called to speak on the benefits of bringing recycled water into the area
and sharing planning efforts in the City of Morgan Hill in capturing gray water.

Consultant Tony Akel spoke on the water supply analysis and study that his company
Akel Engineering had been conducting.

Motion: to Adopt of a Resolution 2015 -38 of the City Council of the City of Gilroy
Adopting the North Central Gilroy Urban Service Area Amendment Water Supply
Assessment for Property Comprising of Approximately 721 Acres Located
