Minutes 2015/08/24City of Gilroy City Council Special Meeting_ Minutes August 24, 2015 I. OPENING A. Call to Order and Roll Call Roll Call Present: Council Member Dion Bracco; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Pro Tempore Perry Woodward Absent/Excused: Council Member Terri Aulman; Mayor Gage II. STUDY SESSION A. Downtown Parking Management Plan for Public and Private Parking Mayor Pro Tempore Woodward explained that the Mayor had requested that the item be continued to another date. There were no public comments. Motion on Item II.A. Motion: to continue the item. Moved by Council Member Dion Bracco, seconded by Council Member Cat Tucker.. Vote: Motion carried 5 -0 -2. Yes: Council Member Dion Bracco; Council Member Peter Leroe- Munoz; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Pro Tempore Perry Woodward Absent: Council Member Terri Aulman; Mayor Gage B. Report on Options for the Arts Center The staff report was presented by Public Works Director Smelser. Public comment was opened Carol Harris was called to speak sharing the work of the Theater Art Angels and Arts Alliance in providing cultural art to the community at the existing site on Monterey Street. She spoke on the proposals presented to the Council asking why the local arts community was not invited to.participate in the formation of the options. Kevin Heath, Operations Manager of the Gilroy Center for the Arts, was called to speak, sharing this thoughts on the options presented. He suggested that the arts community be invited to provide the needed expertise to the city to clearly identify the needs for the arts in designing the new arts center, and went on to describe the multitude of programs and exhibits. He concluded by asking that Gilroy Arts Alliance be a partner in the process. Donna Pray of the Gilroy Foundation was called to speak sharing details of the endowment developed in 2003 to assist in running the Arts Center, explaining that a portion of the $400,000.00 was given to the Arts Alliance to run programs at the existing site. Sharon Albert, Board Member of the Gilroy Arts Alliance, was called to speak sharing the exhibits and cultural events held at the existing building, suggesting that the City include the Arts Alliance with any plans for a cultural arts center. Dia Hoshida was called to speak and shared her involvement in developing cultural arts City Council Special Meeting Minutes 8/24/2015 2 in the community and asking that the Arts Alliance be invited to be a part of the future development of a cultural arts center. Sherri Stuart was called to speak describing work sessions with the prior City Administrator and a large task force of the arts community to develop the current plans for a Cultural Arts Center. She then asked that the City Council consider involving the members of the arts community in the development of any future arts center. Bruce Morasca was called to speak stating that he was in support of staffs option number one and asked that the Council involve the Gilroy Arts Alliance in any future plans for a cultural arts center. Bobbi Jo Palmer was called to speak sharing her interest in the arts and belief that members of the arts community should be involved in the process. Rosalyn Ferrotti was called to speak sharing her support of involving members of the arts community in the decisions to develop a future cultural arts center. Ron Kirkish was called to speak suggesting that the Council hold community meetings to help identify the needs of the arts community, and concluded by stating that the community may possibly support a ballot measure for needed funding. Public comment was then closed. Direction was given to staff to coordinate facilitated community meetings for the Council to further discuss and evaluate options for a cultural arts center. III. CLOSED SESSION A.
