Minutes 2015/10/26City of Gilroy City Council Special Meeting Minutes October 26, 2015 I. OPENING A. Call to Order Mayor Gage called the meeting to order at 6:00 p.m. The pledge of allegiance was led by Council Member Aulman. The invocation was given by Pastor Greg Quirk of South Valley Community Church. City Clerk Shawna Freels announced that the agenda had been posted on October 21, 2015 at 9:30 am. Roll Call Present: Council Member Terri Aulman; Council Member Dion Bracco; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Pro Tempore Perry Woodward; Mayor Don Gage Absent/Excused: Council Member Peter Leroe -Munoz B. Orders of the Day There were no agenda changes. C. Introductions There were no employee introductions. II. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations There were none. III. PRESENTATIONS TO COUNCIL A. Presentation by Assembly Member Luis Alejo The Assembly Member presented his annual legislative report. IV. REPORTS OF COUNCIL MEMBERS Council Member Velasco announced that Sister Cities would be hosting a party at Old City Hall to welcome the Junior High School Visitor's from Takko Machi, Japan and went on to share the dates of the annual Sister Cities bowl -a -thon. Council Member Aulman announced that the Gilroy Gardens Board had met and was focusing on interweaving education within the park attractions, she then shared several construction projects taking place at the SCRWA plant. Mayor Pro Tempore Woodward explained that the General Plan Advisory Committee -would hold their last meeting on Wednesday. MAYOR'S REPORT Mayor Gage spoke on the Gilroy EDC meeting, budget, retreat in November, DBA Board met and was planning for the beer crawl and were focusing on their budget City Council Special Meeting Minutes 10/26/15 2 constraints. He then spoke on the SCC Youth Task Force meeting and summary of the programs for the year. Boxing Center grand opening on Wednesday working with public - private partnerships in furthering goals. V. FUTURE COUNCIL INITIATED AGENDA ITEMS VI. CONSENT CALENDAR A. Minutes of the October 5, 2015 Regular Meeting B. Opening of Annual Recruitment for 2016 Board, Commission and Committee Vacancies C. A Resolution 2015 -55 of the City Council of the City of Gilroy Authorizing Officers Who May Accept and Consent to the Acceptance of Deeds or Grants to the City of Gilroy and Consent to the Recordation Thereof Motion on the Consent Calendar Motion: Approve Motion to approve consent calendar items A, B and C Moved by Mayor Pro Tempore Perry Woodward, seconded by Council Member Terri Aulman. Vote: Motion carried 6 -0 -1. Presentation by Executive Recruiter for City Administrator Position Executive recruiter Bobbi Peckham presented an overview of forming a preferred profile for the position and the need for input on the needs of the community for the right fit. She then went on to highlight the timeline, process of recruiting candidates and interviewing and selecting the new City Administrator. Public comment was opened. Ron Kirkish was called to speak asking if leading members of the public would be involved in the process suggesting that a strategy be taken to identify someone with specialized knowledge and experience, similar to Interim City Administrator Tewes. Council Member Peter Leroe -Munoz joined the meeting at 6:43 p.m. Mark Turner was called to speak sharing the Chamber of Commerce's request to City Council Special Meeting Minutes 10/26/15 participate in the interview process, along with other stakeholder organizations and members of the community, similar to the process in 2008. Public comment was then closed. Motion on Item XI.A. Motion: to Provide Direction to Staff to move forward with the process as outlined. Moved by Mayor Pro Tempore Perry Woodward, seconded by Council Member Terri Aulman. Vote: Motion carried 7 -0. CITY ADMINISTRATOR'S REPORTS Interim City Administrator Tewes thanked the Council for spoke on his first 6 days on the job explaining that he recognized his role in assisting the Council in the transition.
