Minutes 2015/12/14City of Gilroy City Council Special Meeting Minutes December 14, 2015 I. OPENING A. Call to Order and Roll Call Mayor Gage called the meeting to order at 6:06 p.m. Roll Call Present: Council Member Terri Aulman; Council Member Dion Bracco; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Pro Tempore Perry Woodward; Mayor Don Gage Absent: Council Member Peter Leroe -Munoz II. CEREMONIAL ITEMS A. Presentation of Certificates of Appreciation to Supporters of the Boxing Center Mayor Gage presented the certificates. Ill. PRESENTATIONS TO COUNCIL A. Physically Challenged Board of Appeals Annual Presentation The presentation was given by Chairperson Martha Johanson. IV. INTERVIEWS A. Interviews for Boards, Commissions and Committees With Terms Expiring December 31, 2015 Arts & Culture Commission - 1 seat (4 year term) Bicycle Pedestrian Commission - 1 seat (4 year term) Building Board of Appeals - 1 seat (4 year term) Historic Heritage Committee- 2 seats (2 year term) Housing Advisory Committee- 3 seats (2 year term) Library Commission - 1 seat (4 year term) Parks & Recreation Commission - 2 seats (4 year term) Physically Challenged Board of Appeals - 1 seat (4 year term) Planning Commission - 2 seats (4 year term) Public Art Committee - 2 seats (2 and 4 year terms) The Council interviewed candidates and extended the annual recruitment period into January, 2016 for additional interviews at the January 25, 2016 meeting. V. NEW BUSINESS A. Adoption of A Resolution of the City Council of the City of Gilroy Declaring a Vacancy in the Office of Mayor, Directing the City Clerk to Post a Notice of Intention to Fill a Vacancy on the Gilroy City Council and to Advertise for Applications to Fill the Vacancy Mayor Gage presented the item. Public comment was opened. Robert Carrera was called to speak sharing his concerns with the recent Council action of suburban sprawl as he believed it was too much growth and public resources were scarce. He explained that high density growth in existing downtown areas like the cities of Redwood City and Mountain View had planned was more appropriate. Robert Sigala was called to speak sharing his thoughts on the need for a Council Member who understood water issues, sharing his concerns about contaminated water. Rudy Quehl asked why the annexation of 721 acres north of Gilroy had been considered if the community was against it. He then asked the Mayor why he was leaving the Council when the annexation had just been passed, and suggested that the replacement Mayor would not be elected by the people. Public comment was then closed. Motion on Item V.A. Motion: to Adopt a Resolution 2015 -65 of the City Council of the City of Gilroy Declaring a Vacancy in the Office of Mayor, Directing the City Clerk to Post a Notice of Intention to Fill a Vacancy on the Gilroy City Council and to Advertise to Fill the Vacancy Moved by Council Member Cat Tucker, seconded by Council Member Terri Aulman. Vote: Motion carried 6 -0 -1. Yes: Council Member Terri Aulman; Council Member Dion Bracco; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Pro Tempore Perry Woodward; Mayor Don Gage Absent: Council Member Peter Leroe -Munoz VI.
