A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY
APPROVING THE GILROY 2040 GENERAL PLAN PREFERRED
LAND USE ALTERNATIVE, AS REVISED, AND THE GENERAL PLAN
POLICY TEXT, AS REVISED, FOR PURPOSES OF DEFINING THE
"PROJECT" TO BE EVALUATED IN THE DRAFT ENVIRONMENATL
IMPACT REPORT
WHEREAS, Government Code Section 65300 mandates that each city and county adopt "a
comprehensive, long -term general plan" for "the physical development of the county or city, and
any land outside its boundaries which bears relation to its planning "; and
WHEREAS, on May 21, 2012, the City Council authorized the preparation of a new General
Plan for the city of Gilroy; and
WHEREAS, the City Council appointed the General Plan Advisory Committee (GPAC) to
guide the preparation of the new General Plan; and
WHEREAS; on August 12, 2015, the GPAC reviewed the proposed changes to the Preferred
Land Use Alternative and recommended said changes be incorporated into the draft Gilroy 2040
General Plan; and
WHEREAS; on October 28, 2015, the GPAC completed preparation of the Gilroy 2040
General Plan Policy Text for recommendation to the Planning Commission and City Council; and
WHEREAS; the General Plan Policy Text contains the goals and policies that will guide.
future decisions within the city and identifies implementation programs designed to support the
achievement of the goals and policies in the General, and
WHEREAS; the Planning Commission of the City of Gilroy held a special meeting on
November 12, 2015 and November 19, 2015, at which time it considered public testimony, the staff
report dated November 12, 2015, and a supplemental memo dated November 18, 2015; and
WHEREAS; the Planning Commission recommended approval of the General Plan Policy
Text, as revised, to the City Council; and
RESOLUTION NO. 2016 -03
WHEREAS; the City Council held a meeting on January 4, 2016 at which time it considered
public testimony and the staff report dated January 4, 2016.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Gilroy hereby approves the Gilroy 2040 General Plan Preferred Land Use Alternative, as
revised, and the General Plan Policy Text, as revised, for purposes of defining the
"project" to be evaluated in the draft environmental impact report.
