Minutes 2016/08/15City of Gilroy City Council Meeting Minutes August 15, 2016 I. OPENING A. Call to Order Mayor Woodward called the meeting to order at 6:00 p.m. The Pledge of Allegiance was led by Council Member Harney. The invocation was given by Pastor Bill Hawkins of New Hope Community Church. City Clerk Shawna Freels announced that the agenda had been posted on August 10, 2016 at 11:15 a.m. Roll Cali Present: Council Member Terri Aulman; Council Member Dion Bracco; Council Member Daniel Harney; Mayor Pro Tempore Peter Leroe- Munoz; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Perry Woodward B. Orders of the Day There were no agenda changes. C. Employee Introductions Public Works Director Smelser introduced newly hired Public Works employees Dorothy Hirose and Pete Martinez. Community Development Director Abrams introduced newly hired Planning Technician Jia Ju. Police Chief Turner introduced newly hired Police Officer Michael Cupak. Human Resources Director McPhillips introduced newly hired Fleet Superintendent Jerry Salazar. She then introduced summer interns Valerie Pacheco, Marissa Haro, Alexander Zhang and Sebastian Maldonado. II. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations Mayor Woodward presented a proclamation naming September as Childhood Cancer Awareness Month III. PRESENTATIONS TO COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL There were no public comments. B. Community & Neighborhood Revitalization Committee Annual Presentation to Council The presentation was given by Vice Chair Armendariz. IV. REPORTS OF COUNCIL MEMBERS City Council Meeting Minutes 8/15/2016 Council Member Harney reported that the VTA Policy Advisory Committee had met and was considering toll lanes on both highways 85 and 87. Council Member Velasco reported that the Sister Cities Association had met to recap the Garlic Festival delegate visit. He then thanked city staff for their support in putting up lighting on the downtown trees. Mayor Pro Tempore Leroe -Munoz spoke on the Cities Association discussion of the "aging friendly" designation project to make cities more accessible to the aging population. He then spoke on the High Speed Rail citizens committee meetings explaining that there would be a report to the Council in the late fall. Mayor Woodward spoke on the pay lane proposal by VTA explaining that the pay lane idea was also being considered on Highway 101, with the funding intended to support additional repair on the highways. He then spoke on the Garlic Festival results explaining that revenues had been up though attendance had been lower. He then spoke on the shuttle bus system explaining that it had been very successful during the event. V. FUTURE COUNCIL INITIATED AGENDA ITEMS VI. CONSENT CALENDAR A. Letter of Support on State Assembly Bill 1928 Irrigation Standards to the Save Our Drinking Water Act City Administrator Gonzalez presented the item. Public comment was opened. Jordan Eldridge of the Water District was called to speak and shared the implementation timing of the bill that was currently awaiting action on the Senate floor, explaining that it implementation was extended to 2020. Motion: to Award a Bid to Folsom Chevrolet for a 2015 Model Year Chevrolet Tahoe 2WD Police Package Vehicle in an Amount Not to Exceed $35,485.00 Moved by Council Member Cat Tucker, seconded by Council Member Terri Aulman. Motion: to Adopt Resolution 2016 -46 of the City Council of the City of Gilroy Amending and Restating Resolution No. 2015 -41 Approving the Issuance of California Municipal Finance Authority Multifamily Housing Revenue Bonds in an Aggregate Principal Amount Not to Exceed $40,000,000.00 for the Purpose of Financing or Refinancing the Acquisition, Construction, Improvement and Equipping of Harvest Park Apartments and Certain Other Matters Relating Thereto Moved by Council Member Cat Tucker, seconded by Council Member Dion Bracco.
