Minutes 2016/10/17I City of Gilroy City Council Meeting Minutes October 17, 2016 I. OPENING A. Call to Order Mayor Woodward called the meeting to order at 6:00 p.m. A. Presentation of the Flags and Pledge of Allegiance Led by Boy Scout Pack 794 City Clerk Shawna Freels announced that the agenda for the meeting had been posted on October 12, 2016 at 12:30 p.m. Roll Call Present: Council Member Terri Aulman; Council Member Daniel Harney; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Perry Woodward Absent/Excused: Council Member Dion Bracco; Mayor Pro Tempore Peter Leroe -Munoz B. PRESENTATIONS TO COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL Parks and Recreation Commissioner Julie Garcia was called to speak and shared information about the 5K fun run on Saturday October 29th. B. Gilroy Welcome Center Annual Presentation to Council Jane Howard of the Gilroy Welcome Center presented the Gilroy Welcome Center and Tourism Business Improvement District report. C. Planning Commission Annual Presentation to Council The presentation was given by Planning Commission Chair Rodriguez. C. Employee Introductions Recreation Director De Leon introduced newly hired custodian Monica Zepeda. IV. REPORTS OF COUNCIL MEMBERS Council Member Harney spoke on the Silicon Valley Clean Energy Authority City Council Meeting Minutes 10/17/2016 certificate of operations from California Public Utilities Commission. Council Member Aulman announced that the Historic Heritage Committee had not met the previous month. Mayor Woodward stated that the Caltrain Board had appointed Cat Tucker to the citizens committee for a 3 -year term. He then spoke on the electrification of the rail line and control between the various counties involved, and explained that the primary policing for CalTrain was the San Mateo County Sherriff V. Public Hearing to Renew the Gilroy Tourism Business Improvement City Council Meeting Minutes 10/17/2016 District and to Levy Assessments The staff report was presented by City Administrator Gonzalez. The public hearing was opened; there being none, it was then closed. Motion on Item VIII.A. Motion: to Adopt Resolution 2016 -54 of the City Council of the City of Gilroy Declaring the Results of the Majority Protest Proceedings and Renewing the Gilroy Tourism Business Improvement District Moved by Council Member Cat Tucker, seconded by Council Member Terri Aulman. Vote: Motion carried 5 -0 -2. Update on Proposed Traffic Calming Measures on Upper Welburn Avenue The staff report was presented by City Engineer Smelser. Public comment was opened. Keith Miller was called to speak explaining the difficulties with traffic volume on the street. Susan Mister was called to speak sharing similar concerns with traffic in her neighborhood outside of the city. Anthony Fletcher was called to speak describing the ability to address any public safety concerns with traffic calming ideas. Marla Fortin was called to speak sharing her experiences with oversized vehicle City Council Meeting Minutes 10/17/2016 traffic on Mantelli, and the need for pedestrian safety on the street. Public comment was then closed. Motion on Item X.B. Motion: to Provide Direction to Staff to return to Council with an implementation plan for the soft measures while the hard measures and study are being evaluated.
