Minutes 2016/11/07City of Gilroy City Council Meeting Minutes November 7, 2016 I. OPENING A. Call to Order Mayor Woodward called the meeting to order at 6:00 p.m. The Pledge of Allegiance was led by Council Member Velasco. The Invocation was given by Pastor bill Hawkins of New Hope Community Church. City Clerk Shawna Freels announced that the agenda had been posted on November 2, 2016 at 10:30 a.m. Roll Call Present: Council Member Dion Bracco; Council Member Daniel Harney; Mayor Pro Tempore Peter Leroe- Munoz; Council Member Cat Tucker; Council Member Roland Velasco; Mayor Perry Woodward Absent/Excused: Council Member Terri Aulman Mayor Woodward announced that Council Member Aulman was ill and would not be attending the meeting. B. Orders of the Day There were no agenda changes. C. Employee Introductions City Administrator Gonzalez introduced newly hired Finance Director Jimmy Forbis. He then introduced newly hired Management Analyst Bryce Atkins. Assistant Finance Director Voss introduced newly hired Part Time Accounting Assistants Norma Aceves and Blanca Barajas -Mejia and IT Technician II Nathan Hand. Police Chief Turner introduced newly hired Communications Operator Cassandra Van Diemen, and Detention Officer Mario Rodriguez. II. CEREMONIAL ITEMS A. Proclamations, Awards and Presentations B. Mayor Woodward presented the proclamation recognizing Retired Teachers Week. III. PRESENTATIONS TO COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA, BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL Michelle Wexler was called to speak sharing the Healthy Cities conference being held at the Tech Museum. City Council Meeting Minutes 11/7/2016 Ron Kirkish was called to speak sharing information on proposition 64 and suggested the council consider a local ordinance if the proposition was to pass. Mark Garrison was called to speak sharing his concerns with the creamery building historic value and suggested the council consider to not to demo the building, but instead retrofit the building. IV. REPORTS OF COUNCIL MEMBERS Council Member Bracco shared details of the Library JPA survey explaining that the local library had done above average in all categories. He then spoke on the south county youth task force describing the success of the venture and the grant funding received. Council Member Velasco announced that the International Sister Cities Association dinner would be held March 25, 2017 at 6:00 p.m. Council Member Harney spoke on the fun run event the previous weekerd. V. FUTURE COUNCIL INITIATED AGENDA ITEMS IV. REPORTS OF COUNCIL MEMBERS Mayor Woodward spoke on the success of the south county youth task force and the changed public perception of the issue of youth gangs in the community. Hearing for the Issuance of Bonds to Finance the Acquisition and Rehabilitation of a 28 -unit Multi- family Affordable Rental Housing Project Known as the Connell Apartments Located at 7010 Princevalle Street and 610 & 620 Fairview Drive Gilroy, California The staff report was presented by Grants Coordinator Murillo. Elizabeth Kuwada was called to speak on behalf of Eden Housing sharing the preservation of the apartment project with the funding request. She the spoke on the acquisition value of the project. Mark Garrison was called to speak asking where the bond monies would be going as the apartment project would not need that much funding to be rehabilitated. The public hearing was then closed. Motion: Approve Motion to Adopt Resolution 2016 -56 of the City Council of the City of Gilroy Approving the Issuance of Revenue Bonds by the California Municipal Finance Authority in an Aggregate Principal Amount Not to Exceed $12,000,000. to Finance the Acquisition and Rehabilitation of a Multi - Family Affordable Rental Housing Project for the Benefit of Connell Apartments, L.P., and Certain Other Matters Relating Moved by Council Member Cat Tucker, seconded by Council Member Dion Bracco.
