City Council Meeting Minutes
January 23, 2017
OPENING
A. Call to Order
Mayor Velasco called the meeting to order at 6:03 p.m.
The pledge of allegiance was led by Council Member Tucker.
City Clerk Freels reported that the agenda had been posted on January 18, 2017 at
4:00 p.m.

There were no agenda changes.
C. Employee Introductions
Community Development Director Abrams introduced newly promoted Deputy Fire
Marshal Jonathan Crick.
II. CEREMONIAL ITEMS
A. Proclamations, Awards, and Presentations
Mayor Velasco presented a proclamation recognizing Catholic Schools Week.
III. PRESENTATIONS TO THE COUNCIL
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE
AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY
COUNCIL
George Nava was called to speak and shared details of the Cal Star air medical care
service.
John Noble then spoke on the Cal Star services and membership plan describing
the growth of the Cal Star program in the area.
IV. REPORTS OF COUNCIL MEMBERS
Council Member Tucker spoke on the Cal Train Citizen Advisory Committee
meeting explaining service cuts on the weekend were taking place in other areas of
the county.
Council Member Harney spoke on the mailers being sent throughout the community
from Silicon Valley Clean Energy and explained that rates had recently been
established. He spoke on recent Cities Association appointments, and concluded by
describing VTA's branding transition and changes in service levels.
Council Member Tovar reported that he had attended the League of California Cities
new Council Member Academy the previous week and described the workshops he

had attended.
Council Member Leroe -Munoz spoke on an award the City had received from the
Silicon Valley Leadership Group for the innovative work done with downtown Gilroy
revitalization.
Mayor Velasco spoke on the work done by Council Members and thanked Council
Member Tucker for advocating for the City with LAFCO. He then thanked Council
Member Harney for his efforts in advocating for Gilroy regionally.

VIII. PUBLIC HEARINGS
A. Fiscal Year 2016 -2017 Annual Action Plan Amendment for Addition of
Community Development Block Grant Funds for an Improvement Project at
San Ysidro Park
The staff report was presented by Grants Coordinator Murillo.
The public hearing was opened.
Gary Walton was called to speak and explained that the downtown had dire needs
which should be addressed through CDBG funding.
The public hearing was closed.

Motion: to Amend the Fiscal Year (FY) 2016 -2017 Annual Action Plan to add

$250,000 in Community Development Block Grant (CDBG) funds for a park
lighting and trail project at San Ysidro Park.
Moved by Council Member Peter Leroe- Munoz, seconded by Council Member
Cat Tucker.

IX. UNFINISHED BUSINESS
A. Adoption of an ordinance approving a zone change request (Z 16 -06) to
amend an approved planned development removing the transitional
housing restriction for the Sobrato Apartment Project Located at 9369
Monterey Road, Applicant Eden Housing
The staff report was presented by Grants Coordinator Murillo.
Elizabeth Kuwada of Eden Housing was called to speak and offered answers to
question of the Council including the number of supportive units in the community.
She then spoke on the financial consequences if the housing was not transitioned
and described eligibility of the residents.
Public comment was then closed.
Motion on Item IX.A.
Motion: Adoption of Ordinance 2017 -02 of the City Council of the City of Gilroy
approving zone change Z 16 -06 amending the Sobrato Apartment project
planned development by replacing the transitional housing restriction,
including a length -of- tenancy limit with permanent supporting housing for 45
apartment units located at 9369 Monterey Road, Application filed by Eden
Housing, c/o Elizabeth Kuwada
Moved by Council Member Daniel Harney, seconded by Council Member Fred
Tovar.

Motion: Direction to staff to monitor compliance with the conditions of
approval at six month intervals during the first three years of the regulatory
agreement and to monitor compliance annually after the conclusion of the
three year period, and provide the City Council with an update after the first
two six month reports are submitted.
