City Council Meeting Minutes
April 3, 2017
I. OPENING
A. Call to Order
Mayor Velasco called the meeting to order at 6:02 p.m.
The pledge of allegiance was led by Council Member Tovar.
The invocation was given by Pastor Bill Hawkins of New Hope Community Church.
City Clerk Shawna Freels reported that the agenda had been posted on March 29,
2017 at 11:00 a.m.

There were no agenda changes.
C. Employee Introductions
Finance Director Forbis introduced newly hired Finance Assistant Natalia Batiz.
Operations Manager Avila introduced newly hired Public Works staff members Mike
Garcia, Austin Riley, Ernesto Vasquez and Tyler Heenan.
Recreation Manger De Leon introduced newly hired part time Recreation Leaders
Rosario Ferera and Lauren Hull and Office Assistant Christina Ruiz.
II. CEREMONIAL ITEMS
A. Proclamations, Awards, and Presentations
Mayor Velasco presented a proclamation recognizing the 25th Anniversary of Bracco's
Towing.
III. PRESENTATIONS TO THE COUNCIL
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE
AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY
COUNCIL
Michelle Wexler of Santa Clara Co. Public Health was called to speak and invited the
Council to a breakfast presentation on April 24th.
Council Member Harney spoke on the Silicon Valley Clean Energy celebration earlier
in the day to "turn on the switch ". He then spoke on the Silicon Valley Clean Energy
Authority community meeting in Gilroy the previous week.
Council Member Tovar spoke on the CARAS Cesar Chavez celebration the previous
weekend and then spoke on the Compassion Center fundraising dinner on Saturday
and plans for a golfing fundraiser. He concluded by speaking on his role in working
with the Youth Alliance.

Council Member Leroe Munoz spoke on SB 1 funding for transportation bill which
would provide funding for highways and roadways throughout the state.
Mayor Velasco thanked everyone involved with the recent Sister Cities Association for
the annual fundraising dinner sharing details of the program funding. He then spoke
on his meetings with Senator Monning and Assembly Member Caberello the previous
week to secure funding for the repairs of the Highway 152 /First Street. He described
his recent state of the city address with the Chamber of Commerce and his plans to
hold it again during his upcoing Coffee with the Mayor in Council chambers.
V. FUTURE COUNCIL INITIATED AGENDA ITEMS
Mayor Velasco asked that the staff report on the city -wide traffic calming policy be
posted 7 -10 days prior to the meeting, to allow for sufficient public review time.
The Council all agreed with the request.
VI. CONSENT CALENDAR
A. Approval of the Minutes of the March 20, 2017 Regular Meeting
B. Letter in Support of Funding Caltrain Electrification and Modernization
Motion on the Consent Calendar
Motion: to approve Consent Calendar Items A, and B with modifications to the
salutation in the letter of support.
Moved by Council Member Peter Leroe- Munoz, seconded by Mayor Pro
Tempore Dion Bracco.
Vote: Motion carried 6 -0 -1.

A. Sign Ordinance Review Task Force Proposed Revisions of Temporary Banner
Regulations Contained in Chapter 30, Article 37 of the City Code Entitled "Sign
Regulations"
The staff report was presented by Code Enforcement Officer Barron.
There were no public comments.
Motion on Item IX.A.
Motion: Direct staff to prepare an ordinance containing the Sign Ordinance
Review Task Force proposed revisions of temporary banner regulations in
Chapter 30, Article 37 of the Gilroy City Code entitled "Sign Regulations"
Moved by Mayor Pro Tempore Dion Bracco, seconded by Council Member Cat
Tucker.
Vote: Motion carried 6 -0 -1.

B. High Speed Rail Comparative Analysis Update
The staff report was presented by Planner Bischoff
Public comment was opened.
Tom Fischer was called to speak sharing his thoughts on pushing High Speed Rail for
the bypass as the preferred alternative, explaining that other jurisdictions had been
able to get their recommendations pushed through.
Public comment was closed.
