Minutes 2017/05/01City of Gilroy City Council Meeting Minutes May 1, 2017 Special Meeting /Closed Session I. OPENING A. Call to Order Mayor Velasco called the special meeting to order at 5:35 p.m. II. CLOSED SESSION THREAT TO PUBLIC SERVICES OR FACILITIES Pursuant to Government Code Section 54957; Gilroy City Code Section 17A.11 (a); Training Consultation with Sergeant Geoff Guerin and Corporal Lamonte Toney of the Gilroy Police Department There were no public comments. Regular Meeting- 1. OPENING A. Call to Order Mayor Velasco called the meeting to order at 6:06 p.m. The pledge of allegiance was led by Council Member Tucker. City Clerk Shawna Freels announced that the agenda had been posted on April 26, 2017 at 12:00 p.m. Roll Call Present: Mayor Pro Tempore Dion Bracco; Council Member Daniel Harney; Council Member Paul Kloecker; Council Member Peter Leroe- Munoz; Council Member Fred Tovar; Council Member Cat Tucker; Mayor Roland Velasco B. Orders of the Day There were no agenda changes. C. Employee Introductions There were none. II. CEREMONIAL ITEMS A. Proclamations, Awards, and Presentations Mayor Velasco presented a proclamation naming the week of May 12 -19, 2017 as Affordable Housing Week III. PRESENTATIONS TO THE COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL There were none. City Council Meeting Minutes 5/1/17 IV. REPORTS OF COUNCIL MEMBERS Council Member Tucker reported that there had been 1.6 million views of the 90 second Gilroy Gardens video which was hosted on the Visit California Facebook site. She then invited the Council to the open house event at the Welcome Center on May 10th. Council Member Kloecker reported that the Historic Heritage Committee meeting had been cancelled, and further explained that the discussion of the SCRWA budget would be addressed at their upcoming meeting. Council Member Harney reported on the VTA annual finance workshop and went on to report on new bus service routes detailing the increase in bus fares. He then spoke on the Gilroy Gardens Board meeting and their new Guinness World Records exhibit. He concluded by sharing the success of the City's Earth Day event on the 22nd. Mayor Velasco announced that the first GPAC meeting would be held on June 29th at 6:30 in council chambers, and then spoke on the upcoming URM Task Force meeting. He shared details of the recent Chamber of Commerce policy summit with State Legislators detailing the discussions regarding funding for 1 st street — Highway 152 repairs. V. Application and Recruitment Process for the Appointment of General Plan Advisory Committee Members C. Claim of Roger Telegan (the City Administrator recommends a "yes" vote under the Consent Calendar shall constitute the denial of the claim) D. Approval of American Crown Circus Event May 4 - May 8, 2017 E. Second Amendment to the Agreement for Golf Course Services with Gilroy Golf Course, Inc. BIDS AND PROPOSALS A. Extension of Landscape Maintenance Contract with BrightView, Inc. The staff report was presented by Interim Public Works Director Roberts. There were no public comments. Motion: Approval of a six month extension of the five year City wide Landscape Maintenance Service contract with BrightView, Inc., at the current contract fees and conditions and authorize the City Administrator to execute the contract Amendment. Moved by Council Member Cat Tucker, seconded by Mayor Pro Tempore Dion Bracco. Vote: Motion carried 7 -0. Budget and Contract Amendment with West Coast Arborists for Tree Maintenance The staff report was presented by Interim Public Works Director Roberts. Public comment was opened. Gary Walton was called to speak sharing the importance of a highly walk -able community with tree canopy explaining that statistically people would spend 18% more for a home with trees. He concluded by sharing the importance of replanting trees to sustain the city's urban forest. Public comment was then closed. Motion on Item VII.B. Motion: Approval of a budget amendment in the amount of $258,000 for emergency and routine tree maintenance and authorize the City Administrator to execute a contract amendment with West Coast Arborists. Moved by Mayor Pro Tempore Dion Bracco, seconded by Council Member Peter Leroe- Munoz. Vote: Motion carried 6 -1. Review of Proposed Changes to the City's Investment Policy The staff report was presented by Finance Director Forbis. Public comment was opened. Ron Kirkish was called to speak sharing his thoughts on the fees charged by a consultant for the investment services, suggesting that the Council consider the amount of money spent to invest.
