Minutes 2017/10/16City of Gilroy City Council Meeting Minutes October 16, 2017 I. OPENING A. Call to Order Mayor Velasco called the meeting to order at 6:00 p.m. The pledge of allegiance was led by Council Member Tucker. City Clerk Shawna Freels announced that the agenda had been posted on October 11, 2017 at 3:00 p.m. Roll Call Present: Mayor Pro Tempore Dion Bracco; Assistant City Attorney Jolie Houston; Council Member Daniel Harney; Council Member Paul Kloecker; Council Member Peter Leroe- Munoz; Council Member Fred Tovar; Council Member Cat Tucker; Mayor Roland Velasco B. Orders of the Day There were no agenda changes. C. Employee Introductions Recreation Manager Henig introduced Cultural Arts Specialist Kelly Bourke and Community Coordinator Sandra Cruz. II. CEREMONIAL ITEMS A. Proclamations, Awards, and Presentations There were none. III. PRESENTATIONS TO THE COUNCIL A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE CITY COUNCIL There were none. B. Planning Commission Annual Presentation to Council The presentation was given by Planning Commission Chair Tom Fischer. IV. REPORTS OF COUNCIL MEMBERS Council Member Leroe -Munoz announced the Bartenders Union ribbon cutting on October 24th and spoke on the Mobility Partnership meeting held the week prior, sharing the focus of the group. Mayor Velasco spoke on the Chamber Government Relations Committee meeting the prior week and reported on the Coffee and Conversation with the Mayor event held the prior Saturday which focused on budget. V. FUTURE COUNCIL INITIATED AGENDA ITEMS City Council Meeting Minutes 10/16/17 Council Member Cat Tucker requested that an item be agendized regarding the use of consultants for City business over the last 2 years. VI. CONSENT CALENDAR A. Minutes of the October 2, 2017 Regular Meeting B. Opening of Annual Recruitment Period for Boards, Commissions and Committees With Member Terms Expiring 12/31/17 C. Approval of the Write -Off of Delinquent Water and Sewer Accounts from the City's Water and Sewer Funds for the Period of July 1, 2016 to June 30, 2017 D. Adoption of Ordinance 2017 -05 of the City Council of the City of Gilroy Amending Chapter 21, Article 7 Section 21.127 of the Gilroy Code Pertaining to the Payment of Impact Fees E. Approval of Property Improvement Agreement No. 2017 -06 for Santa Teresa /Ballybunion /Luchessa Roundabout and Class I Trail, Adjacent to APN 808 -18 -014 Motion on the Consent Calendar Motion: Approve Items A, B, C, D, E Moved by Council Member Peter Leroe- Munoz, seconded by Council Member Fred Tovar. Consideration of an Ordinance of the City Council of the City of Gilroy Adding Article 54 to Chapter 30 of the Gilroy City Code Pertaining to the Ministerial Approval of Accessory Dwelling Units, and Amending City Code Sections 30.2.20, 30.4.10, 30.4.20, 30.5.40, 30.11.10, 30.31.21, 30.39.10, and 30.39.30 There were no public comments. Motion: to continue the item to the November 6, 2017 regular meeting Moved by Council Member Daniel Harney, seconded by Council Member Cat Tucker. Vote: Motion carried 7 -0. Downtown Police Patrol Pilot Project The staff report was introduced by City Administrator Gonzalez, and further presented by Police Chief Smithee. Public comment was opened. Gary Walton was called to speak and shared the Downtown Association's support of the program. Motion on Item XI.A Motion: Direction to staff to return with the revenue portion for review at a later date. Moved by Council Member Daniel Harney, seconded by Council Member Cat Tucker. Vote: Motion carried 7 -0. CITY ADMINISTRATOR'S REPORTS City Administrator Gonzalez reported that the First Street waterline project was on track and the project was running parallel with Caltrans work. He then spoke on the 24 inch water line project explaining that Caltrans had approved the waiver of the encasement of the water line. He then spoke on the assistance off duty officers from the Police Department gave during the Sonoma area fires, explaining that the National Guard was now providing security. He then spoke on the inability to assist with Fire personnel as two of the city fire engines were not working. XII. CITY ATTORNEY'S REPORTS There was no report. XIII.
