City Council Meeting Minutes
November 6, 2017
I. OPENING
A. Call to Order
Mayor Velasco called the meeting to order at 6:01 p.m.
The pledge of allegiance was led by Council Member Tovar.
The Invocation was given by Pastor Greg Quirk of South Valley Community
Church.
City Clerk Shawna Freels announced that the agenda had been posted on
November 1, 2017 at 11:00 a.m.

Recreation Director De Leon introduced Recreation Leader II Sarah Pickens.
Human Resources Director McPhillips introduced HR Analyst Shirley Kim.

III. PRESENTATIONS TO THE COUNCIL
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON
THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF
THE CITY COUNCIL
Carolyn Lamke was called to speak and shared her concerns with speeding on
Longmeadow Drive, and suggested that a stop sign be installed and the speed
limit be reduced.
Tim Gavin was called to speak and presented traffic issues on Leavesley and
Monterey Streets and went on to describe the need to move traffic onto Mantelli to
help the flow of traffic in the corridor.
Public comment was then closed.
B. Bicycle Pedestrian Commission Annual Presentation to Council
The presentation was given by Commission Chair Hilton and Vice Chair Reeder.

IV. REPORTS OF COUNCIL MEMBERS
Mayor Pro Tempore spoke on the Library JPA meeting explaining that the library
system was one of the top rated systems in the country, and was now expanding
their book distribution facility.
Council Member Tucker spoke on the GPAC last meeting of the year explaining
that city -wide focus areas were being researched by consultants. She then spoke
on the Caltrans citizen advisory committee review of the county bicycle plan.
Council Member Kloecker reported on the SCRWA meeting and future plant
expansion items and he then spoke on the So. Valley Water Committee meeting.
Council Member Harney thanked the Parks and Recreation Commission for
coordination of the 5K fun run. He reported on the recent visit with students from
Sister City Takko Machi, Japan and spoke on the VTA So. County briefing and
discussions of electrifying Caltrain to Gilroy. He then spoke on the success of
Gilroy Garden's Halloween event and announced their upcoming harvest at night
event and then suggested that the issue of economic development be added to a
future GPAC agenda.
Council Member Tovar reported on the public policy course he had attended at the
University of Santa Clara and then spoke on the success of the Downtown
Association's Halloween beer crawl and recent ribbon cutting downtown. He
concluded by announcing that Gary Walton had been named as the Chamber of
Commerce man of the year.
Council Member Leroe -Munoz thanked the Mayor for filling -in for him at the Santa
Clara Valley Water District meeting.
Mayor Velasco reported that the URM Task Force and spoke on the visit of the
students from Takko Machi, Japan. He then announced the annual recruitment for
city boards, committees and commissions sharing the dates for interviews.

VIII. PUBLIC HEARINGS
A. Consideration of an Ordinance of the City Council of the City of Gilroy
Adding Article 54 to Chapter 30 of the Gilroy City Code Pertaining to the
Ministerial Approval of Accessory Dwelling Units, and Amending City
Code Sections 30.2.20, 30.4.10, 30.4.20, 30.5.40, 30.11.10, 30.31.21,
30.39.10, and 30.39.30
The staff report was presented by Interim Development Center Manager
O'Strander.
The public hearing was opened; there being no comments it was then closed.
Motion on Item VIII.A.
Motion: Council provided direction to staff to prepare an ordinance as
recommended by staff at 600 feet with the requirement that one of the units
owner - occupied.

IX. UNFINISHED BUSINESS
A. Proposed Neighborhood Traffic Calming Policy Framework
The staff report was presented by Public Works Director Awoke and
Transportation Engineer Fisher. Consultant Gary Black of Hexagon Transportation
then further presented the report.
Public comment was opened.
Tim Gavin was called to speak and shared data on unit trip counts and described
the collector street volume and traffic route comparisons within neighborhood
areas. He then explained that road closures caused traffic to move to arterials.
Charles Calderon was called to speak and presented information on speeding on
Longmeadow and the need for a stop sign on Eagle View. He then asked for
recorded information on the speed of vehicles in the area.
Alan Jensen was called to speak sharing his experiences walking in the Rancho
Hills, Longmeadow and Mantelli areas describing speeding in the area and
thoughts on traffic calming and speed reporting.
Teresa Perez was called to speak sharing traffic concerns of speeding on Welbum
and Westwood and the need for traffic calming measures.
Public comment was then closed.
Motion on Item IX.A.
Motion: Council provided direction to staff to begin with a clear process,
include hillsides and evaluate the use of citizens or VIP's to measure
speeding with radar guns.

A. Approval of a Performance Agreement for the Seismic Retrofit of
Unreinforced Masonry Buildings (URM) and the Correction of Code
Violations at 7525 and 7517 Monterey Street, APN: 799 -06 -069
The staff report was presented by Code Enforcement Officer Barron.

Motion: Authorize the City Administrator to enter into a performance
agreement with Akshar LLC c/o Sunil Patel, Amit Patel, rescinding
delinquent administrative penalties and allowing for seismic retrofitting and
the correction of code violations at 7525 & 7517 Monterey Street.

Safety, including a time line, the term of the tax costs and all relevant
information related to the measure.
