Minutes 2018/02/051 City of Gilroy City Council Meeting Minutes February 59 2018 1. OPENING A. Call to Order The meeting was called to order at 6:00 PM by Mayor Velasco. 1. Pledge of Allegiance The pledge of allegiance was led by Mayor Velasco. 2. Invocation The invocation was given by Pastor Gerald Harris of Bethany Church of God in Christ. 3. City Clerk's Report on Posting the Agenda City Clerk Shawna Freels announced that the agenda had been posted on January 31, 2018 at 4:30 PM. Certificate Recognizing Eagle Scout Dawson Summers Mayor Velasco presented a certificate to Eagle Scout Dawson Summers. PRESENTATIONS TO THE COUNCIL Tim Gavin asked to give a presentation to Council at a future meeting on reducing traffic on lower Welburn Avenue. Public comment was then closed. Open Government Commission Annual Presentation to Council Vice Chair Weaver presented the annual activities of the commission in 2017. DEPORTS OF COUNCIL MEMBERS Council Member Harney reported on the South County VTA meeting describing continued rail electrification and updates on the High Speed Rail Business plan, and then announced the Mobility Partnership meeting on February 7th to review proposals for improving the highways 152/25/101/156 transportation corridor. Council Member Tovar thanked the Chamber of Commerce for hosting the spice of life awards event held on Saturday, February 3rd. Council Member Leroe -Munoz spoke on the upcoming Chamber breakfast and legislative summit, and announced the Santa Clara County Civil Grand Jury openings. City Council Meeting Minutes 02/5/2018 2 Mayor Velasco reported on the URM Task Force progress, announced the Council Strategy Planning session on Saturday February 9th and the State of the City address he would be presenting on March 1 st and March 3rd. V. FUTURE COUNCIL INITIATED AGENDA ITEMS Council Member Tucker requested that the Council consider Mr. Gavin's presentation on address reducing traffic on lower Welburn Avenue. The Council directed staff to include the presentation from Tim Gavin when the traffic calming policy update was presented to Council in late March or April. VI. PUBLIC HEARINGS A. Introduction of an Ordinance of the City Council of the City of Gilroy Removing Article 30.38 "Landscaping" in its Entirety and Replacing it With a New Article 30.38 Entitled "Landscaping, Water Efficiency and Stormwater Retention and Treatment" Relating to the Installation and Maintenance of Landscaping in Existing and New Development Senior Planner Ketchum presented the staff report. The public hearing was opened; there being no comments it was then closed. UNFINISHED BUSINESS A. Appointment of Members to Hoards, Commissions and Committees with Member Terms Expired or Vacant as of 12/31/2017 City Clerk Freels presented the report. There were no public comments. INTRODUCTION OF NEW BUSINESS A. Selection of Mayor Pro Tempore Mayor Velasco presented the item and further recommended Council Member Harney be appointed as Mayor Pro Tempore. There were no public comments. Possible Action: Appointment of Council Member Daniel Harney as Mayor Pro Tempore. CITY ADMINISTRATOR'S REPORTS A. Assessment Report of Select City Commissions and Committees Senior Management Analyst Atkins presented the staff report. It was further presented by City Administrator Gonzalez. Public comment was opened. Ron Kirkish described recent negative comments made of staff on social media by a Commission member, explaining that a code of conduct needed to be put in place for all board and commission members to adhere to. Connie Rogers commented on the importance of the public input that was provided by the members of the community who served on boards and commissions. Public comment was then closed. The Council directed staff to return at the Strategic Planning Session with further information. XII. CITY ATTORNEY °S REPORTS There were none. City Council Meeting Minutes 02/5/2018 XIII.
