I. OPENING
A. Call to Order
The meeting was called to order at 6:00 PM by Mayor Mayor Roland Velasco
1. Pledge of Allegiance
The pledge of allegiance was led by Mayor Pro Tempore Harney.
2. Invocation
The invocation was given by Pastor Greg Quirke of South Valley Community
Church.
3. City Clerk's Report on Posting the Agenda
City Clerk Shawna Freels announced that the agenda had been posted on March

Orders of the Day
Mayor Velasco announced that closed session Item A would be rescheduled to
a future meeting.
The full Council agreed to remove the item from the agenda.

CEREMONIAL ITEMS
Proclamations, Awards, and Presentations
Mayor Velasco presented the following proclamations.
1. Proclamations Recognizing Eagle Scouts Samuel Blawski, Caleb
Southard and Mason Adams
2. Proclamation Naming the Month of March Red Cross Month
3. Proclamation Recognizing the Gilroy High School Mustangs
Wrestling Team as 2nd Place Winners of the 2018 California
Interscholastic Federation State Wrestling Championship
PRESENTATIONS TO THE COUNCIL
Bill O'Connor detailed his concerns with the costs of the recently approved
swimming pool shade structure bid and presentation of the item.
Mattie Scariot announced the upcoming Poppy Jasper National Film Festival
event being held in Gilroy on April 7th asking if the City would support the
Festival and possibly provide proclamations for the two former Gilroy residents
who worked in the film industry and would be attending the event.

Ron Kirkish shared his concerns with a new County criminal reentry resource
center that was moving to Gilroy from San Martin, asking if the city had any
control over the placement of the facility in Gilroy.
Public comment was then closed.
IV. REPORTS OF COUNCIL MEMBERS
Council Member Tucker reported on the Welcome Center Board of Director's
meeting and the Santa Clara Valley Habitat Agency meeting, and then
announced the Welcome Center wedding expo that would be held at Gilroy
Gardens.
Mayor Pro Tempore Harney announced the upcoming Downtown Association
mixer and thanked staff for putting on a successful City Volunteer dinner. He then
spoke on the Clean Energy Authority meeting explaining that rates were being
reduced on average by 6 %.
Council Member Tovar spoke on the recent Chamber mixer and announced the
Youth Alliance spring mixer. He concluded by announcing the Rebekah's
Children's Services fundraising event being held at Sycamore Winery.
Council Member Leroe -Munoz spoke on the Santa Clara Valley Water District
goals to continue to conserve water as rain levels were still below the historical
average.
Mayor Velasco reported on the recent Economic Development Corporation
meeting. He then thanked Recreation staff for a wonderful volunteer dinner.
V. FUTURE COUNCIL INITIATED AGENDA ITEMS
Council Member Tovar suggested providing a proclamation for the Poppy Jasper
film festival.
Mayor Velasco asked the Council to consider agendizing an item to address a
suspension on limiting only first floor retail requirements in the downtown.
The Council agreed to agendize the item.

under the Consent Calendar shall constitute the denial of the claim)
VII. BIDS AND PROPOSALS
A. Contract Bid Awards to CSG, WC3, 4 Leaf Inc., Bureau Veritas, and TRB
Associates for On -Call Standard and Expedited Building, Fire Plan Check
and Inspection Services
The staff report was introduced by City Administrator Gonzalez and was further
presented by Building Official Allen.
There. were no public comments.
Possible Action:
Award contracts to CSG, WC3, 4 Leaf Inc., Bureau Veritas, and TRB
Associates as pre- approved consultants on an as needed basis for building
and fire prevention plan review and inspection services for a 3 -year period,
with up to two one -year extensions, and authorize the City Administrator to
execute the agreements.

IX. UNFINISHED BUSINESS
A. Consideration of Proposed Parks and Amenities Design Guidelines
The staff report was introduced by City Administrator Gonzalez and further
presented by Public Works Director Awoke.
Public comment was opened.
Jane Howard spoke on using the adopted style guide for signage in city parks,
and then spoke on use of materials for slides that did not heat up in extreme heat
conditions.
Public comment was then closed.
The item was referred back to staff for further research.
X. INTRODUCTION OF NEW BUSINESS
A. Presentation of 2017 General Plan Annual Report
The item was introduced by City Administrator Gonzalez and further presented
by Senior Planner Ketchum.
Public comment was opened.
Ron Kirkish stated that the LAFCO report was in conflict with the urban growth
boundary sharing concerns with land available for annexation under the urban
growth boundary, and issues with flooding.
Bill O'Connor spoke on the GPAC community workshops explaining that
comments of the community were not considered when the GPAC held their
discussions and set their priorities.
