A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GILROY REVISING THE COMPREHENSIVE
SCHEDULE OF FEES CHARGED BY ALL
DEPARTMENTS OF THE CITY
WHEREAS, State law allows cities to charge fees or charges for the filing, accepting,
reviewing, approving or issuing of an application, permit or entitlement, so long as the amount of
those fees and charges do not exceed the estimated cost required to provide the service for which
the fees or charges are levied; and
WHEREAS, after review and analysis with all departments and the City Administrator,
Staff has prepared and recommended revisions of the City of Gilroy Comprehensive Fee
Schedule 2011, as authorized by the various Sections of the City Code, and
WHEREAS, the basis for the fees and charges is set forth in the City Staff report dated
November 7, 2011, and contained in the Comprehensive Fee Schedule 2011; and
WHEREAS, the public hearing fir the fees has been publicly noticed; and
WHEREAS, this Resolution is exempt from environmental review pursuant to Section
15273 of the State Guidelines implementing the California Environmental Quality Act of 1970,
as amended; and
WHEREAS, the City Code provides that all fees and charges set pursuant to Section 7.4
shall take effect after the City Council has duly passed, by resolution, the City of Gilroy's
Comprehensive Fee Schedule 2011.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Gilroy
approve the attached City of Gilroy Comprehensive Fee Schedule 2011 and adopts the same to
apply to all departments of the City of Gilroy.

BE IT FURTHER RESOLVED that the updated fees and charges contained in the
Comprehensive Fee Schedule 2011 shall take effect December 15, 2011.

Reimbursements
The Half Pipe schedule is used to determine the front footage reimbursement to former developers for
infrastructure previously installed along the front footage of the development.
The Full Pipe schedule is used to determine the oversizing reimbursement to the developer for installing
water, sewer, and storm main extensions to sizes required by each master plan that are greater than the
sizes required by the development. The oversized portion is the difference between the master planned size
for the main and the greater of the main size required by the development or the developer's minimum
responsibility for each main.

Activities shall include time for inspection, monitoring, travel, reports,
research, plus actual cost consulting, paper work and any office time
that relates to the industrial user.

The number of inspectors necessary to monitor an event shall be determined by the
Program Administrator. Factors to be considered shall be the number of vendors
and area to be monitored.
