Pledge of Allegiance Mayor Velasco led the pledge of allegiance. 2. Invocation Pastor Malcolm MacPhail from New Hope Community Church offered the invocation. 3. Orders of the Day Mayor Velasco requested to hold Closed Session Item 13A, Conference with Real Property Negotiators regarding the Dick Bruin building, to a date uncertain. He requested Item 8A, the Monterey Mixed Use Project (AS 16-19) (Z 17-03), be held until January 7, 2019. C. Employee Introductions There were no employee introductions. II. CEREMONIAL ITEMS A. Proclamations, Awards, and Presentations 1. Certificate of Recognition for Retiring Employee Cathy Mirelez Mayor Velasco presented Cathy Mirelez with a certificate in recognition of her retirement. III. PRESENTATIONS TO THE COUNCIL A. Arts and Culture Commission and Public Art Committee Annual Presentation to Council Arts and Culture Commission Chair Amanda Rudeen and Public Art Committee Chair Bruce Morasca presented the annual presentations. B. Historic Heritage Committee Annual Presentation to Council Historic Heritage Committee Chair Steve Seebart made the annual presentation. C. Gilroy Welcome Center Annual Presentation to Council Gilroy Welcome Center Executive Director Jane Howard made the annual presentation. City Council Meeting Minutes 11 /19/2018 2 IV. REPORTS OF COUNCIL MEMBERS Councilmember Tucker spoke on the recent Caltrain Citizen's Advisory Board meeting where the board received a presentation on the fare policy. Councilmember Tovar reported on the previous week's SCRWA meeting, his attendance at the Indian Association of South County Diwali Event in Morgan Hill with Councilmember Blankley, and going to the Senior Center for Veterans' Day and serving those in attendance. He concluded by thanking fire department for their donation efforts for fire victims and announced meeting with the Golden State Brewery owners and the delay in reopening. Councilmember Leroe-Munoz announced the Silicon Valley Turkey Trot would occur on Thanksgiving morning in Downtown San Jose to benefit different community service programs including Second Harvest Food Bank and Silicon Valley Housing Trust. Mayor Velasco announced the Chamber of Commerce would be sponsoring Wreaths Across America South County to place wreaths on Veteran's graves on Saturday, December 15, 2018 at 9:00 a.m. and highlighted the upcoming City of Gilroy Board and Commission vacancies. V. FUTURE COUNCIL INITIATED AGENDA ITEMS Mayor Velasco requested staff to work with CalTrans following the completion of repairs to First Street to investigate renaming First Street to Veteran's Boulevard. The full council agreed to agendize the item. Mayor Velasco proposed discussion of a potential emergency moratorium on multi -family housing units for the December 10, 2018 City Council Meeting. Approval to Extend the Construction Management Consultant Pre - Approved List for an Additional Year Through August 2, 2019 F. Claim of Farmers Insurance Exchange ASO: Patricia Buchanan (The City Administrator recommends a "yes" vote under the Consent Calendar shall constitute the denial of the claim) VII. BIDS AND PROPOSALS A. Approval of an Amendment to the Agreement with CSG Consultants, and Matching Budget Amendment in the Amount of $405,000 for Engineering Plan Review, Construction Inspection and Capital Project Implementation Support Services Public Works Director Awoke presented the report. There were no public comments. City Council Meeting Minutes 11 /19/2018 3 Possible Action: a) Approval of an amendment to the agreement with CSG Consultants in the amount of $405,000 for engineering plan review, construction inspection, and capital project implementation support services, and authorize the City Administrator to execute the agreement; and, b) Amend the City's budget in the amount of $227,000 in the General Fund, $106,800 in the Water enterprise Fund, $35,600 in the Sewer Enterprise fund and $35,600 in the Gas Tax Fund for a total sum of $405,000. Zone Change Planned Unit Development and Architectural and Site Review Request for a Proposed Five -Story Mixed -Use Development on a Two -Acre Site Located at 8955 Monterey Road, APN: 790-14-025; Jan Hochhauser Applicant (AS 16-19) (Z 17-03) Mayor Velasco opened the public hearing. Ron Kirkish voiced support for the project. Jan Hochhauser, Applicant, thanked staff and offered to answer any questions from the City Council. Mayor Velasco closed the public hearing. Possible Action: Motion to continue the public hearing to January 7, 2019.
