A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GILROY AUTHORIZING THE ADOPTION OF THE CITY
GILROY ANNEX INTO THE SANTA CLARA COUNTY
COMMUNITY WILDFIRE PROTECTION PLAN (CWPP)
WHEREAS; wildfire is an increasing concern for many communities in
California and across the United States; and
WHEREAS; most of Santa Clara County has exposure to wildfire hazards that increase
the risk to life, property, environment and the County's economy; and
WHEREAS; pro -active mitigation of known wildfire hazard mitigation can reduce risk
to life and property; and
WHEREAS; the U.S. Congress recognizing the widespread decline of forest health and
increased wildfire risk nationwide passed the Healthy Forests Restoration Act (HFRA) in 2003;
and
WHEREAS; the HFRA was revised in 2009 to address changes to funding and provide a
renewed focus on wildfire mitigation; and
WHEREAS; a key component of the HFRA is the development of CWPPs, which
facilitate the collaboration between federal agencies and local communities to develop hazardous
fuels reduction projects and place priority on treatment areas identified by communities in a
CWPP; and
WHEREAS; given unprecedented fire behavior and the corresponding destruction being
witnessed throughout the state, the Santa Clara County Fire Chiefs Association (SCCFCA) is
encouraging all jurisdictions with a local annex in the CWPP to formally adopt their annex; and
WHEREAS; Santa Clara County Fire Department prepared a Community Wildfire
Protection Plan (CWPP) for all of Santa Clara County; and
WHEREAS; the CWPP includes a series of annexes that address specific issues and
mitigation measures unique to cities and fire districts within County; and
WHEREAS; the City of Gilroy is within Santa Clara County, a CWPP annex (Annex
12) was prepared for the City of Gilroy.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GILROY, AS FOLLOWS:
RESOLUTION NO.2019-40
1. The City adopts in its entirety the Santa Clara County Community Wildfire Protection
Plan (CWPP), and the City of Gilroy jurisdictional annex.
2. Adopts the City of Gilroy Annex 12 into the Santa Clara County Community Wildfire
Protection Plan.
3. Will use the adopted and approved portions of the CWPP to guide pre- and post -wildfire
mitigation efforts.
4. Will coordinate the strategies identified in the CWPP with other planning programs and
mechanisms under its jurisdictional authority.
5. Will help to promote and support the mitigation successes of all CWPP Partners.
