Minutes 2019/08/051 Citv of Gilrov Citv Council Meetinq Minutes Auqust 5, 2019 A. Call to Order The meeting was called to order at 6:00 PM by Mayor Roland Velasco 1. Moment of Silence in Memory of the Victims of the Garlic Festival Incident Mayor Velasco opened the meeting with a moment of silence. 2. Pledge of Allegiance Mayor Velasco led the pledge of allegiance 3. Invocation The invocation was given by Pastor's Greg Quirk and Bill Hawkins. 4. INTERVIEWS Interviews for One Open Seat on the Library Bond Oversight Committee and Community & Neighborhood Revitalization Committee The Council held interviews. III. PRESENTATIONS TO THE COUNCIL Jane Howard, Executive Director of the Gilroy Welcome Center, thanked City staff for their courageous support of Gilroy and then detailed her agency's experiences of support from visitors at the Gilroy California Welcome Center Mark Turner, Executive Director of the Gilroy Chamber of Commerce, shared his gratitude to the City of Gilroy for their swift and processional support during the tragic incident at the Garlic Festival. Jan Thoren suggested the idea of offering an expanded schedule and evening hours at the swimming pool at Christopher High school offering her ideas of a better business model. City Council Meeting Minutes 08/5/2019 2 David Chan asked for extended hours for swimming at Christopher High school. Public comment was then closed. A. Caltrans Presentation on State Route 152 Pavement Rehabilitation Project The presentation was given by Vicor Gauthier and Tanzeeba Kishwar of Caltrans. Public comment was opened. Beth Sullivan spoke on the trees on Hecker Pass on highway 152 asking when Caltrans would be trimming them. Public comment was then closed. B. Gilroy Gardens Presentation of Its Master Plan Phase I, Proposed Hillside Development The presentation was given by Gilroy Gardens Director Barb Granter. There were no public comments. IV. REPORTS OF COUNCIL MEMBERS Council Member Bracco thanked the whole community for their work and responsiveness following the Garlic Festival incident. Council Member Tucker thanked City staff and first responders for their work and responsiveness during the Garlic Festival incident and offered to speak with members of the community if they wished to. She then thanked the Chamber and the Downtown Business Association for coordinating the Garlic Festival incident vigil. Council Member Blankley spoke on her presentation at the vigil following the Garlic Festival incident and went on to report on the VTA meeting describing the funding in 2050 for roadway improvements. She concluded by announcing seats that were open on the Caltrain local policy makers committee and VTA citizen advisory committee. Council Member Marques shared her sentiments following the Garlic Festival incident and went on to report on the grand opening of the cannery project apartments and the URM building tour in downtown. She then went on to describe her position in working with property owners to repair their URM buildings. Council Member Tovar thanked the community and first responders, City staff and the Council for their responsiveness and leadership during the Garlic Festival incident. He spoke on the work of the Downtown Business Association and Chamber and went on to announce fundraising events at local businesses for the victim's families. He concluded by relaying the thanks of the family of Steven Romero. Council Member Leroe-Munoz thanked the community and staff for stepping up during the tragic events, and then reported on the Valley Water District plans of opening public space owned by the District. Mayor Velasco reported on recent meeting cancellations of the representative boards he participated. He congratulated the finance department for their award in excellence in financial reported issued by the Government Finance Officers Association. He described the positive feedback from the URM tours and thanked the Downtown Business Association and the Chamber for their efforts putting on the Garlic Festival incident vigil. He concluded by announcing his coffee with the Mayor event on Saturday August. City Council Meeting Minutes 08/5/2019 3 V. FUTURE COUNCIL INITIATED AGENDA ITEMS Council Member Blankely reminded the Council that the Christopher Ranch water service request was planned to be agendized in August and then asked for periodic reports on the Sharks project proposal, and update on the development of a pension trust. Consideration of the Placement of Special Assessment Liens for the Non- payment of Charges for the Collection of Garbage, Rubbish, and Refuse on Certain Properties Located in the City of Gilroy The staff report was presented by Finance Manager Atkins. The public hearing was opened. Sharif Razzaqui spoke on his renter's non-payment of garbage charges stating that he should not be incurring the bill. The public hearing was then closed. Possible Action: Adopt a Resolution of the City Council of the City of Gilroy imposing special assessment liens for the costs of delinquent garbage collection services for certain properties located in Gilroy, California. The public hearing was opened. Michael Johnson spoke on his recent purchase of a property on Mesa Road that was on the lien list, requesting to have his property removed as it had been well maintained. City Council Meeting Minutes 08/5/2019 0 Ramiro Gomez of 1705 Hecker Pass Road stated that he had always cleared his property and felt it was unfair to be on the list and incur the continuing costs. The public hearing was then closed. Possible Action: Adopt a Resolution of the City Council of the City of Gilroy confirming the report of the Chief of the Fire Department setting forth the description of property, naming the owners thereof and the costs of abating the nuisance caused by the growing of weeds and accumulation of refuse on the property, and providing that such costs shall constitute assessments against the land. Connie Rogers thanked staff for guiding the developer to use Native American names asking if there would be any markings or plaques to identify the history of the site. Possible Action: Adopt a resolution of the City Council of the City of Gilroy approving tentative map TM 18-02 a subdivision of 125.32+/- acre site into 102 village lots in the nebbiolo neighborhood, 46 compact lots in the Malvasia neighborhood and 23 compact lots in the Glen Neighborhood for a total of 171 residential lots, with two public open space trail parcels, 22 private open space parcels and three lots for future development on a property located north of Santa Teresa Boulevard between Merlot Drive and Miller Avenue, APN's 808-18-003, 808-18-024, 808-18-025 and 808-18-026, filed by Glen Loma Group. CITY ADMINISTRATOR'S REPORTS A. Presentation of the Proposed Use of Small Unmanned Aerial Systems in Public Safety (continued from June 17, 2019 and July 1, 2019) The staff report was presented by Police Captain Espinosa. Public comment was opened. Bill O'Connor spoke in support of the use of the device for car chases and fireworks violation issues, describing the safety benefits to the community. Mike Johnson descried the benefits for public safety, explaining recent issues where such a device could be used. Public comment was then closed. City Administrator Gonzalez then reported on the community engagement efforts for the proposed revenue measure and then spoke on the ongoing work of the environmental consultant for the proposed Sharks project at the sports park. He spoke on the ongoing hours at the Emergency Operations Center (EOC) and work with the FBI describing his pride with city staff in manning the EOC throughout the incident and their willingness to support the incident recovery efforts. He announced that the EOC and support services would be opened for the next week until the FBI closed the investigation, and then announced the planned press conference the following day and detailed the FBI processes with the crime scene.
