Resolution 2019-81RESOLUTION NO.2019-81 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY CONSOLIDATING THE PUBLIC ART COMMITTEE AND ARTS AND CULTURE COMMISSION WHEREAS, the City Charter established the seven -member Arts and Culture Commission, with a fundraising committee under its authority; and WHEREAS, the Arts and Culture Commission fundraising committee became a standing City Committee known as the Public Art Committee; and WHEREAS, the City currently has fifteen (15) boards, commissions and committees, all of which require extensive staff support, whether or not the body has a full membership, business to conduct, or is able the achieve a quorum for its meetings; and WHEREAS, the City Council reviewed the status of the various City commissions and committees at its Annual Strategic Planning Session in March 2016 and at a City Council meeting in October 2017, and considered staff s recommendation to consolidate some commissions and committees due to the staff time required to support all of the City's commissions and committees; and WHEREAS, at the November 4, 2019 meeting, the City Council again considered consolidation of various commissions and committees and provided direction to staff to consolidate the Arts and Culture Commission with the Public Art Committee. NOW THEREFORE, BE IT RESOLVED that the Arts and Culture Commission and the Public Art Committee is hereby consolidated as follows: 1. The combined body will be known as the Arts and Culture Commission and will take on the leadership role of public art advocate and fundraising body as identified in the Charter. 2. The Arts and Culture Commission will designate three of its members as a fundraising sub- committee to facilitate and spearhead all fundraising efforts when they arise. 3. Currently, there are two vacancies in the seven -member Public Art Committee that have not yet been filled, and one member of the seven -member Arts and Culture Commission serves RESOLUTION 2019-81 4843-7939-5758v2 JH104706083 on the Public Art Committee, and the Arts and Culture Commission has one expiring seat December 31, 2019. If left unfilled, this consolidation will result in a ten -member Commission to start in January 2020. 4. A total of three terms from both groups will expire December 31, 2020, reaching a final seven -member Commission at that time. 5. No person shall serve more than two (2) consecutive full terms on the Arts and Culture Commission, including their aggregate prior service on the Public Art Committee. 6. The Commission shall perform such other duties related to the Arts and Culture Commission matters as may be prescribed by the City Council. This resolution shall become effective January 1, 2020.
