The meeting was called to order at 6:00 PM by Mayor Roland Velasco 1. Pledge of Allegiance Mayor Velasco then led the pledge of allegiance. 2. II. UNFINISHED BUSINESS A. Report Back on Fiscal Year 2021 Recreation Budget and Cost Recovery The item was introduced by Interim City Administrator Forbis. There were no public comments . Direction to staff to come back with details of the San Ysidro/After School program costs, Board and Commission costs, Partnerships, and cost recovery formula for use of facilities. Possible Action: Receive report and provide direction to staff. Adoption of an Ordinance of the City Council of the City of Gilroy Amending Gilroy City Code Chapter 30 by Repealing and Replacing Article 54 "Accessory Dwelling Units" in its Entirety and Adopting New Standards in Compliance with Government Code Sections 65852.2 and 65852.22 (Z 20-01) (Introduced 6/15/2020 with a 6-0-1 vote; Council Member Bracco absent) City Council Meeting Minutes 07/6/2020 - - -- 2 The staff report was presented by Senior Planner Tambornini and further clarified by City Attorney Faber. There were no public comments. Possible Action: Adopt an Ordinance 2020-03 of the City Council of the City of Gilroy amending Chapter 30 of the Gilroy City Code by repealing and replacing Article 54 entitled "Accessory Dwelling Units" in its entirety and adopting new standards in compliance with state law. Approval of Gilroy Management Association Concession Agreement, Approval of Policy Memorandums for Unrep resented Employees' Payroll Cost Reductions and Implementation of Reductions The staff report was presented by Human Resources Director McPhillips. There were no public comments. Possible Action: a) Approve and authorize the Interim City Administrator to execute: 1. A concession agreement with the Gilroy Management Association regarding wages, hours and working conditions to reduce payroll costs and avoid further layoffs. 2. A policy memorandum with unrepresented employees in each of the following groups containing concessions to reduce payroll costs and avoid further layoffs: i. Full-time Unrepresented Department Head & Confidential Exempt Employees ii. iii. iv. City Council Meeting Minutes 07/6/2020 3 Zack Hilton commented on the need to provide fire services in the Glen Loma development area. Public comment was then closed. Possible Action: Approve phase two of the City of Gilroy general fund financial recovery plan and direct staff to commence with implementation of the recommendations.
