Mayor Velasco called the meeting to order at 6:03 p.m . He then announced the meeting
was being held under the Governor's Executive Order N-29-20 and described the
process of public participation.

Property); Negotiators: Jimmy Forbis, Interim City Administrator and LeeAnn
McPhillips, HR Director; Other Party to Negotiations: Barbara Granter; Under
Negotiation: Lease Price and Terms
Mayor Velasco stated that there was an additional labor negotiation closed session item
to consider, that came to the attention of the City after the posting of the agenda .
Staff explained that AFSCME had submitted information to the City after 8:00 p.m . the
prior evening, and the information was urgent as it could affect layoffs that were
pending.
Motion: The Council has made the finding that there is a need to add the item to the
agenda to take immediate action on the item , and it is so imperative as to threaten
serious injury to the public interest if action were deferred to a subsequent special or
regular meeting, and that the need for action came to the attention of the local agency
subsequent to the agenda being posted
