Call to Order The meeting was called to order at 6:00 PM by Mayor Marie Blankley 1. Pledge of Allegiance Council Member Bracco led the Pledge of Allegiance. 2. Invocation Pastor Bill Hawkins of New Hope Community Church provided the invocation. 3. The following speakers spoke during public comment on items not on the agenda: Mike Hanson; Edward Taylor; Kathy Cabassa; Debbie Baker; Ray Blagoff; Ernesto Olivares; Brian Hentschke - all spoke in favor of the Gilroy Tennis Club and the need for the tennis courts at Las Animas Veterans Park to remain dedicated for tennis. Approve the City's Investment Guidelines Document (IGD) for the Post - Employee Benefits Trust for Pension established with PARS. 3. Authorize $242,000, realized savings from pre -payment option of the FY22 unfunded accrued liability (UAL), as contribution to the Section 115 Trust. Authorization to Hire and Implement the Quality of Life Peace Officers Program Senior Management Analyst Bryce Atkins and Chief of Police Pedro Espinoza provided the staff report on this item. Mayor Blankley opened the public comment period. Ron Kirkish - spoke in support of adding Quality of Life officers. There being no further public comment, Mayor Blankley closed public comment. Possible Action: Council authorize the two-year Quality of Life Officers Pilot Program and adopt Resolution 2021-62 amending the adopted budgets for Fiscal Years Ending June 2022 and 2023. Permanent Local Housing Allocation (PLHA) Plan Consortium Agreement with the County of Santa Clara County Senior Management Analyst Bryce Atkins provided the staff report. Motion by Council Member Leroe-Munoz to adopt Resolution 2021-63 approving the City of Gilroy's 5-year participation in a County consortium to receive and allocate funds totaling $623,913 ($244,259 from 2019 and $379,654 from 2020) by the State of California from the Permanent Local Housing Allocation (PLHA) program. Motion by Council Member Leroe-Munoz to authorize the City Administrator to execute the final Santa Clara County Consortium Agreement following an "Approved as to Form" determination by the City Attorney. Motion was seconded by Council Member Marques. Motion passed 5-0. Possible Action: 1. Gourmet Alley Ad Hoc Committee Formation Management Analyst for Economic Development Karine Decker provided the staff report. Mayor Blankley opened the public comment period. Gary Walton - President of the Gilroy Downtown Business Association; spoke in support of this committee. Ron Kirkish - commented about a PG&E delay on Jose Montez' project; the longer Montez' project is delayed, the longer improvements to the Downtown and Gourmet Alley are delayed. There being no further public comments, Mayor Blankley closed public comment. Mayor Blankley asked who from Council would like to be on committee and has the time? Council Member Marques indicated interest in serving; Council Member Tovar would like to serve, but does not have a flexible schedule; still room for one more person to serve if later identified. City Attorney Faber confirmed that this Ad Hoc committee is not a permanent committee. Council Members Marques and Tovar selected to serve on the Gourmet Alley Ad Hoc Committee. Possible Action: Council approval to establish a Gourmet Alley Ad Hoc Committee and appoint up to three Council Members to serve on the committee. CITY ADMINISTRATOR'S REPORTS City Council Meeting Minutes 11 /1 /2021 City Administrator Forbis report that our new financial system went online today noting the new system has improved electronic processes to assist our residents and business owners. City Administrator Forbis thanked City staff for their hard work on this project despite the pandemic. A. State Wildland Fire Support from GFD Fire Chief Jim Wyatt provided a report on State Wildland Fire Support. The Gilroy Fire Department joined the State of CA OES fire response with a Type VI engine for wildland response; State maintains engine and reimburses all overtime costs. Council Member Bracco asked about the make-up of the team and if Gilroy was with San Francisco and Nevada City through the entire deployment; Chief Wyatt confirmed that the team remained consistent through the deployment.
