City Council Meeting Minutes
October 25, 2021
I. CALL TO ORDER
The meeting was called to order at 6:00 PM by Mayor Marie Blankley
II. STUDY SESSION
1. Pension: Review of City's Pension Costs, and Alternative Repayment and
Cost Management Strategies
City Administrator Jimmy Forbis provided an opening report on Refinancing
Pension Obligation Bonds.
Financial Advisor (Mike Meyer {manages the pension group}) from NHA Advisors
provided a report on Refinancing Pension Obligation Bonds. Craig Hill from NHA
also present.
Mayor Blankley Opened the public comment period.
Ron Kirkish - shared some history of CaIPERS (poor investment returns and
corruption); change will come from Sacramento.
There being no further public comment, Mayor Blankley closed public comment.
Council Direction and Feedback on Next Steps:
Continue prepaying annual payment and continue payments to the trust based
upon the triggers identified.
Council Members Leroe-Munoz, Tovar, and Marques, along with Mayor Blankley,
provided staff direction to further explore pension obligation bond actions,
scenarios, stress testing, and market information options.
Possible Action:
Receive report and provide feedback/direction to City staff.
2. Affordable Housing Policy
Staff report introduction provided by Community Development Director Karen
Garner. Further staff report provided by Senior Planner Cindy McCormick.
Assistant City Attorney Jolie Houston provided some clarifications.
Mayor Blankley opened the public comment period.
Ron Kirkish - developers meeting requirements has been an issue in the past;
South County Housing example; need to incentivize developers to build
affordable units; linkage fees - negative impact on building/loss of money -
Seattle example - headcount fees/annual fees - driving businesses out of Seattle.
There being no further public comment, Mayor Blankley closed public comment.
Council Direction:
Outcomes:
1. Integrate housing types through the city
2. lncentivize affordable housing
3. Meet RHNA goals
(above list in priority order by majority of Council)
Policy Options:
• No exclusions from housing types to investigate further
• Share more about micro -units
• Specific definitions
• Mix housing types city-wide
• Consider access to transportation

• Missing middle - would be helpful to know more and how to incentivize
builders to consider this type of unit
• ADUs - size of units; Gilroy ordinance caps at 1,000 square feet; State law
allows a 1,200 square foot cap
Inclusionary Policies:
• City-wide policy only if parking issues addressed (4-3)
• Development threshold - 10+ units (5-2)
• In -Lieu Fees - bring back study (all)
• Hybrid - in -lieu and construction requirement (all want to consider both
options)
Local Preference Policy for people who live and work in Gilroy (rentals and
ownership); must be able to qualify.
Possible Action:
Receive report and provide feedback/direction to City staff.
