Mayor Blankley called the meeting to order at 6:00 p.m.

2. Library Commission Annual Presentation to Council
Library Commissioner Sumana Reddy provided the Library Commission
update. Gilroy Librarian Ms. Wong invited the community to visit the
library.
3. Retirement Proclamation for Police Officer Ryan Hollar
Mayor Blankley read the proclamation for retired Police Officer Ryan
Hollar and thanked him for his service.
4. Retirement Proclamation for Police Sergeant Jason Kadluboski
Mayor Blankley read the proclamation for retired Police Sergeant Jason
Kadluboski and thanked him for his service. ·
IV. PRESENTATIONS TO THE COUNCIL
Mayor Blankley opened the public comment period.
The following speakers spoke on items not on the agenda:
Bill Reimal; Cheryl Ellenberg; Steve Ellenberg; Matt Belluomini; Becky Azevedo;
Ellen Zito; Michael Barton; Kirk Anderson; Alejandro Del Campo; Lee Nakamura;
Alexander Tom; Lisa Truempler; Pam Marshall; Bruce Serpa -all spoke in
support of pickle ball and the need for access to courts, to include the courts at
Las Animas Veterans Park, for pickle ball. Group would like to find a shared
solution for both pickle ball and tennis.
Sharon Luna -spoke about concerns related to development in the South County
area and other issues of interest; would like to reestablish the South County Joint
Advisory Committee; still active, but have not met since June 2017; would like
the body to be an official Commission instead of an Advisory Committee.

Connie Martinez with Silicon Valley Creates provided a presentation.
V. REPORTS OF COUNCIL MEMBERS
Council Member Bracco spoke regarding the Water District Subcommittee and
shared that in the future if they don't have action items, they will not meet; noted
that the Library Joint Powers Authority received $175K in donations in the last
quarter, hiring an employee to be shared between Gilroy and Milpitas: approved
a ten year maintenance plan, extending hours for all libraries, planning outside
events beginning in Spring, 25,000 ballots dropped off at libraries throughout the
county, and forty-one employees working in vaccination clinics.
Council Member Armendariz reported on the Gilroy Downtown Business
Association noting this weekend was the Vines and Hops event and it was very
successful. Upcoming events include the Dia de los Muertos event, Holiday
Parade and festivities, and a mixer at the new Tempo Restaurant in January.
Council Member Marques shared that Gilroy Gardens has great Halloween
decorations and festivities.
Council Member Hilton shared about Visit Gilroy/Gilroy California Welcome
Center noting hotel occupancy up from 2020, but down since 2019; provided an
update regarding South County United for Health noting work plan efforts in the
areas of tobacco prevention, active transportation , diabetes prevention , climate
change; Silicon Valley Clean Energy update on renewable energy procurement;
and reported on the public bike decal program fund raiser.
Council Member Tovar had no report. He thanked the Gilroy Downtown Business
Association and all the organizations for all of the Downtown events.
Council Member Leroe-Mufioz reported on the Gilroy Economic Development
Council noting funds approved for the website; also noted that Kathleen Rose
reported that she will be stepping down from Gavilan College; attended the VTA
ribbon cutting for the new 568 rapid transit line; National Night Out occurred two

weeks ago and was a great opportunity for the community to come together and
interact in a positive setting with law enforcement, the Fire Department, and the
South County Youth Task Force (SCYTF). The SCYTF provided a $2,500
donation for this event.
Mayor Blankley had no report. She wished Council Members Tovar and Marques
happy birthdays.
VI. FUTURE COUNCIL INITIATED AGENDA ITEMS
Council Member Tovar requested that the pickle ball issues be brought to
Council for discussion. Council Member Hilton, Leroe-Mufioz, and Armendariz
agreed. Timing will be determined by the City Administrator and when it can fit
into the work plan. Council Member Bracco requested information on an El Roble
Park site for pickle ball as well as information on other sites.
Council Member Armendariz requested that until there is an equity and inclusion
policy in place that an item be brought to Council to delay the installation of the
mission bell. Council Members Hilton and Tovar supported the idea. There was
not majority support of the Council to add this item to a future agenda.

X. UNFINISHED BUSINESS
A. Additional Appointment of a Member to the Youth Commission with a Term
Ending September 30, 2023
Mayor Blankley suggested that the Council go back to the previous voting record
with the fifth candidate being a run-off between Diego Garcia and Aiden Francis.
The Council Members cast their votes for appointment to the Youth Commission:

B. Gilroy Mixed-Use Residential and Multi-Family Residential Objective Design

Minter Harnish provided a presentation and continued the report.

The resolution approved was amended by staff and shared with Council prior to
meeting and vote. The revised resolution is the version approved by City Council.
Possible Action:
The Planning Commission recommends that the City Council adopt
Resolution 2021-59 of the City Council of the City of Gilroy adopting the
Gilroy Mixed-Use Residentia l and Multi-Family Residential Objective Design
Standards Policy for all mixed-use residentia l and multi-family residential
development projects in Gilroy, as amended by the Planning Commission.

Ron Kirkish spoke on this item and concern for corporate linkage fees driving
business away.
There being no further requests to speak, Mayor Blankley closed public

XII. CITY ADMINISTRATOR'S REPORTS
A. Update on Surplus Lands Act 342 Acres at Hecker Pass/Gilroy Gardens
Hillside
City Administrator Jimmy Forbis provided a report on the Surplus Lands Act process
for the 342 acres at Hecker Pass/Gilroy Gardens. Gilroy received two notices of
inquiry: one from Santa Clara County Parks and Open Space and the other from
Acquisition Investment Group for potential agriculture use . City Attorney Andy Faber
provided clarification on the Surplus Lands Act and the process.
Council Member Bracco asked that Jimmy look into why the music isn't playing
downtown.
Council Member Armendariz asked for an update on the Chamber upgrades.
