CALL TO ORDER The regular meeting of the Youth Commission was called to order by acting chair Winston James at 6:06 p.m. II. FLAG SALUTE Flag salute was led by acting chair W. James III. SECRETARY'S REPORT The Youth Commission meeting packet and agenda was posted online and at the City Hall kiosk on Friday, October 7, 2022 at 10:50 a.m. V. APPROVAL OF MINUTES Approval of Monday, May 9, 2022 meeting minutes. Motion was made by Commissioner I. Hwang to approve the minutes of Monday, May 9, 2022 regular meeting as written. The motion was seconded by Commissioner L. Hwang. The motion carried with an 7-4-0 vote (Absent: Commissioners D'Angelo, Gong, Lopez, Saldate). VI. APPROVAL OF AGENDA Page 2 of 7 Motion was made by Commissioner Francis to approve the agenda of Monday, October 10, 2022 regular meeting as written. The motion carried with an 7-4-0 vote (Absent: Commissioners D'Angelo, Gong, Lopez, Saldate). VII. AWARDS/RECOGNITIONS None at this time. VIII. INTRODUCTIONS Welcome new commissioners: • Alfred James • Destiny Saldate • James Dinh • Michael D'Angelo • Sophie Gong • Winston James Acting chair W. James welcomes back the returning commissioners to a new term. At the same time, acting chair W. James recognizes the new commissioners and thanks them for their support in joining the youth commission. IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA No public comment. X. NEW BUSINESS A. Youth Commission Orientation Page 3 of 7 Acting chair W. James reviewed the orientation slides for the youth commission. Discussion and topics included the following: 1. About the commission - Comprised of 11 council-appointed members. 2. Responsibilities of the commission - Meetings are held the second Monday of each month at 6:00pm. - Develop work plans and participate in events. 3. Meetings and agenda items - Agendas are available no less than 72 hours prior to the meeting. - Minutes are available within 10 business days following the meeting. 4. Meeting calendar for the term 2022-2023. - No comment. 5. Absence policy - Allowed two absences and one emergency absent per calendar year. - Must report to staff no less than 72 hours before the regular meeting. 6. Brown act tips - Guarantees the public right to attend any meeting. - Brown act is a tool to facilitate the business of local government. - The entire body may not meet behind closed doors. - Prohibits any action or discussion of an item not on the posted agenda. 7. Roberts rules of order - No comment. 8. Respecting motions and opinions - Please be courteous and respectful to all speakers. 9. How voting occurs - Must be designated as a voting item on the agenda in order to vote on it. - Motion must have a first and second vote. Page 4 of 7 B. Elect Chair and Vice Chair for 2022-2023 Youth Commission The commission requested to move this item to the November 14, 2022 meeting due to low attendance for the commission. The commission wants to ensure everyone has an input. Meanwhile, commissioner Winston will serve as acting chair until the elected chair and vice chair are chosen. Motion was made by Commissioner I. Hwang to move the elected chair and vice chair nominations to the next business meeting. The motion was seconded by Commissioner L. Hwang. The motion carried with an 7-4-0 vote (Absent: Commissioners D'Angelo, Gong, Lopez, Saldate). C. Annual Retreat for Youth Commission Staff Bautista described the annual retreat to celebrate the year and come together as a commission. Commissioners expressed several ideas with majority favoring potluck's. Commissioner L. Hwang mentioned dessert as Commissioner I. Hwang pointed out be weary of allergies. Commissioner Francis added a Winter theme if the retreated gets pushed to November-December. The commission wishes to postpone the event to the next meeting due to low attendance by the commission. Motion was made by Commissioner Aides to move the Annual Retreat to the next business meeting. The motion was seconded by Commissioner /L. Hwang. The motion carried with an 7-4-0 vote (Absent: Commissioners D'Angelo, Gong, Lopez, Saldate). D. 2022-2023 Work Plan for the Youth Commission Page 5 of 7 The commission wishes to mimic some of last year’s events. However, they want to move forward and create their own. Below are events, ideas, and brainstorming that took place: 2021-2022 • KDA/Pampered Princess Party • Holiday Posada • Spirits Night • Hack-a-thon: Voluntarily • Youth Advisory Commission Event 2022-2023 • Workshops: Mental health, drug and alcohol. • Royal Red Carpet • Youth fair • More outreach and marketing The commission decided to bring this back to the table next meeting to discuss further. Every commissioner has homework to research issues, problems, activities for the Gilroy youth. Motion was made by Commissioner Miller to move forward the 2022-2023 Work Plan for the November 14, 2022 meeting. The motion was seconded by Commissioner Francis. The motion carried with an 7-4-0 vote (Absent: Commissioners D'Angelo, Gong, Lopez, Saldate). E. Volunteer Appreciation Dinner Staff Bautista announced the save the date dinner on Thursday, November 17, 2022 at 6:30 p.m. The event will be held at the Gilroy Senior Center. Staff Bautista wants the commission to participate in this year’s dinner. F. Youth Advisory Commission Event (YAC Attack - Saturday, November 19, 2022) Staff Bautista shared the YAC Attack event that will take place on Saturday, November 19, 2022. The time and place have not been determined. However, in previous years, the commission has participated. Commissioner I. Hwang described the event that involves multiple youth commissions from other cities. The event has guest speakers, food, and activities. This allows for social interaction, networking, and sharing new ideas. Receive and comment took place. XI. OLD BUSINESS A. Youth Commission Attire Page 6 of 7 Each year the commission request new attire for their team. The commission expressed interest in crewneck's, quarter zip sweaters, polo's, and t-shirts. The commission has decided to do more research for their design, color, and style. The commission is asking for a special meeting before the Monday, November 14, 2022 meeting to discuss further. Staff Bautista is going to check in with each commissioner for the time, place, and location for the special meeting. Meeting is looking to be held in early November 2022. Motion was made by Chair W. James to call for a special meeting and move forward the youth commission attire. The motion was seconded by Commissioner L. Hwang. The motion carried with an 7-4-0 vote (Absent: Commissioners D'Angelo, Gong, Lopez, Saldate). XII. COMMITTEE REPORTS None. XIII. AGENDA ITEMS FOR NEXT MEETING 1. Plan the Royal Red Carpet event. 2. Orientation to new youth commissioners. 3. Discuss annual retreat for 2022-2023 year. 4. Follow up on Volunteer Appreciation Dinner. 5. Motion and vote on youth commission attire 6. Motion and vote on chair and vice chair. 7. Survey youth commission availability for special meeting. XIV. STAFF COMMENTS Staff Bautista announced a reminder of the Brown Act training that will take place Thursday, November 10, 2022 starting at 6:00 p.m. at the City of Gilroy Chambers room. XV. FUTURE MEETINGS Monday, November 14, 2022 at 6:00 p.m. The next regular meeting of the Youth Commission will be held Monday, November 14, 2022 at 6:00 p.m. in the Gilroy Senior Center Classroom, 7371 Hanna Street, Gilroy, CA 95020. XVI. ADJOURNMENT A motion was made by Commissioner Francis to adjourn the meeting. The motion was seconded by Commissioner L. Hwang. The motion carried with an 6-5-0 vote (Absent: Commissioners D'Angelo, Gong, Lopez, Saldate. Early dismissal Commissioner Miller at 7:15 p.m.). Acting chair W.
