1. CALL TO ORDER
The meeting was called to order at 7:00 PM by Chair Bentz.

3. REPORTS OF COMMISSION MEMBERS
Commissioner Scheel had nothing to report.
Commissioner Irwin had nothing to report.
Chair Bentz had nothing to report.
Vice Chair Enzensperger reported the Santa Clara County Superior Court is
now accepting applications for services on the 2023 Santa Clara County
Civil Grand Jury. Qualified applicants can apply at www.scscourt.org/CGJ
and the deadline to apply is Friday, September 16, 2022.

Chair Bentz opened public comment.
There were no public comments.
There being no other public comments, Chair Bentz closed public comment.
5. CONSENT CALENDAR
1. May 12, 2022
A motion was made by Commissioner Scheel, seconded by Vice Chair
Enzensperger to approve the minutes as written. The motion carried
by the following vote:

Commissioner Jessica Irwin
Commissioner Rebecca Scheel
Absent: 1 - Commissioner Matthew Carvalho

7. NEW BUSINESS
1. Quarterly Review of Public Records Requests Per Gilroy Code Section
17A.35 (c) (Second Quarter, 2022)
1. Staff Report: Christina Ruiz, Deputy City Clerk

3. Possible Action:
Staff recommends that the Commission receive the report.
City Clerk Pham presented the report. City Clerk Pham and Assistant City
Attorney Houston responded to the commissioner's questions.
Public Comment: There was none.
Staff report was received.
2. Propose Changing Meeting Time
1. Staff Report: Christina Ruiz, Deputy City Clerk
2. Public Comment
3. Possible Action:
Staff recommends that the Commission amend the meeting time from
7:00 PM to 6:00 PM.
City Clerk Pham presented the report.
Public Comment: There was none.
A motion was made by Vice Chair Enzensperger, seconded by
Commissioner Scheel to amend the meeting time from 7:00 PM to 6:00
PM. The motion carried by the following vote:

Commissioner Jessica Irwin
Commissioner Rebecca Scheel
Absent: 1 - Commissioner Matthew Carvalho
8. CITY CLERK'S REPORT
1. DEPUTY CITY CLERK
City Clerk Pham introduced Deputy City Clerk Christina Ruiz.
2. REVISED ATTENDANCE POLICY
City Clerk Pham briefly revised the Attendance Policy with the Commission.
City Clerk Pham and Assistant City Attorney Houston responded to the
commissioner's questions.
City Clerk Pham added to his report and briefed the Commission on hybrid
meetings.
9. CITY ATTORNEY'S REPORT
An update was provided to the Commission by Assistant City Attorney.
10. FUTURE COMMISSION INITIATED AGENDA ITEMS
Chair Bentz initiated a future meeting item on training all Commissioner's
specifically to OGO/Brown Act, relevant sections of law, and appeal
process.
City Clerk Pham and Assistant City Attorney Houston responded to the
commissioner's questions and noted the items requested.
11. ADJOURNMENT
Before adjourning the meeting, Chair Bentz announced that the next future
meeting will be held at 6:00 PM instead of 7:00 PM as previously stated on
the agenda.
The meeting was adjourned at 7:55 PM by Chair Bentz.
