COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA The agenda for the Bicycle Pedestrian regular meeting was posted on Friday, October 22, 2021 at 1:45 p.m. in the City Hall announcement window near the Council Chambers and online in keeping with provisions of the California Brown Act. 5. CEREMONIAL ITEMS None 6. PUBLIC PRESENTATIONS TO COMMISSION A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN COMMISSION • None B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee (VTABPAC) Report: • Carolyn Schimandle provided no additional report in addition to what was provided in the written report. She did mention the Bicycle Pedestrian Commission should provide input regarding guidelines for bike parking in future developments. No public comments. 7. CONSENT CALENDAR The following items on the Consent Calendar were approved unanimously. A. Minutes of the 9/28/2021 Regular Meeting B. Combined Fund Balance Sheet as of October 20, 2021 No public comments. 8. NEW BUSINESS A. Staff Updates Mr. G. Heap provided updates on: • Fix-It Station Installation o To be installed at the Levee Trail/Miller Crossing. o Installation date – Late October/Early November. • Staff Updates o New Engineers  Susana Ramirez – CIP  Jose Cedano - Development o New Tech/Inspector  Iqbal Singh - II • Sidewalk Programs Updates o Citywide Sidewalk Inventory  Will be presenting results of the consultant analysis to City Council in December. o Shared-Cost Sidewalk Repair Program.  Has been on hold for the past several months due to staffing.  Will be starting up again November 1.  Currently 30 People on the waiting list. • VTA Bicycle Technical Guidelines Update o Update includes new Chapter 10 on Bicycle Parking. o B. Atkins will be distributing the link to the draft document. o Any comments will be due to B. Atkins by November 5. No public comments. B. Measure B Education & Encouragement Funds Program of Projects Amendment • Mr. B. Atkins provided an overview of the original program of projects and explained amendments to the program of projects. • The Commissioners discussed how the project list started and how each item will potentially help the biking community. No public comments. Com. Reedy motioned for approval of Commission Consensus to Submit the Amended 2022 Program of Project; seconded by Com. Flautt. The motion passes unanimously. (4/0) C. Correspondence • Com. Flautt provided an overview of the correspondence material. No public comments. D. Project Reviews and Comments • Mr. B. Atkins presented pending projects and asked for comments from the Commission. • Commissioners provided comments on each project. Public Comment: Carolyn Schimandle asked if bicycle parking will be included in industrial development areas. Answer: Yes E. Part-Time Safe Routes to School Coordinator Cost Impacts to Measure B Education & Encouragement Funds • Mr. B. Atkins provided information regarding a part-time position and cost impacts. • The Commissioners were asked for input on the position specifics. No public comments. 9. COMMISSIONER’S REPORTS A. Chair Flautt: • Project 529 is moving forward. • Suggested the Commission approach three schools on mask giveaways. • Bike Fix-It repairs possibly to be paid by City in the future. • Presentation to come soon – SPIN, Lime (no response yet), Lift (no response yet). B. Com. Reedy: • Police Department has been present at schools for traffic assistance. • Appreciative of the City of Gilroy Police Department for their efforts. C. Com. Robbins: • No report. D. Com. Starks: • Obtaining gift cards from businesses has not been very successful. • Working on promoting public participation. No public comments. 10. STAFF UPDATES Mr. B. Atkins provided updates on: • Dero-bike parts o Parts ordered were delivered. o Additional supply will be kept. • Staff positions o P/T Safe Route to School Coordinator  B. Atkins will be meeting with the City Administrator regarding this position. No public comments. 11. AGENDA ITEMS FOR NEXT MEETING No items to add currently. No public comments.
