CALL TO ORDER The regular meeting of the Youth Commission was called to order by Chair Song at 6:03 p.m. II. FLAG SALUTE The flag salute was led by Chair Song. III. ROLL CALL Members Present: Commissioner Bryan Alonso (late 6:08 p.m.), Commissioner Kenneth Apte, Commissioner Joshua Martinez, Vice Chair Senna Kolagotla, Commissioner Edwin Lopez, Chair Paul Song, Commissioner Jane Tovar (late 6:10 p.m.), Commissioner Augusta Schulte, and Commissioner Serena Ramirez. Members Excused: Commissioner Vikash Sabharwal, Comimissioner Elizabeth Van Sambeek Members Absent: None Staff Present: Vince Bautista IV. SECRETARY'S REPORT The meeting packet was posted on the City’s website on Tuesday, December 3, 2019 at 4:35 p.m. and the agenda was posted in the Public Notice Cabinet on Tuesday, December 3, 2019 at 2:45 p.m. V. APPROVAL OF MINUTES A. November 18, 2019 Motion was made by Commissioner Kolagotla to approve the minutes of the November 18, 2019 regular meeting as written. The motion was seconded by Commissioner Schulte. The motion carried with a 9-0-2 vote (absent: Commissioner Sabharwal and Commissioner Van Sambeek). RESULT: ACCEPTED VI. APPROVAL OF AGENDA Motion was made by Commissioner Lopez to approve the minutes of the December 9, 2019 regular meeting as written. The motion was seconded by Commissioner Ramirez. The motion carried with a 9-0-2 vote (absent: Commissioner Sabharwal and Commissioner Van Sambeek). Page 2 of 6 VII. AWARDS/RECOGNITIONS None. VIII. INTRODUCTIONS None. IX. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA None. X. NEW BUSINESS A. Brainstorm of Events for the Year. 1. Report (Chair Song) 2. Public Comment 3. Possible Action: Receive and comment on the Youth Commission involvement with Events for the year. Career Fair: The Gilroy Youth Commission commented on hosting a career fair for middle school, high school, and college students. This is an employment and/or career opportunity for those who are interested. Anyone is welcome to attend. Some categories that the Commission had in mind a re law, health, medicine, business, government, education, and other services. The Commission will gather a better sense of participation of vendors once they reach out to vendors. The Commission is looking for an indoor venue to host this event. Wheeler Community Center is a possibility and availability. The time discussed was between eleven (11) to one (1), which would be around lunch time. The Commission is considered May 2020 or November-December 2020 for next years Commission. Staff Bautista is going to move forward with this discussion and look at location and availability. Further discussion will take place next meeting for possible action. B. Pampered Princess Party Event. Page 3 of 6 1. Report (Chair Song) 2. Public Comment 3. Possible Action: Receive and comment on the Pampered Princess Party Event on Saturday, March 7, 2020. Chair Song led the discussion of the planning of events for the year. The Pampered Princess Party will take place on March 7, 2020 from 9:30 to 11:30 a.m. Previous individual roles and experience were explained from current commissioners. Chair Song led the way by asking each commissioner to volunteer to their interested section. At the next meeting, each section will present their budget request for the event. 1. Chair - Commissioner Kolagotla will take the lead and oversee all assigned groups and volunteers. Commissioner Kolagotla took on this role last year. 2. Vice Chair: Commissioner Ramirez will follow Commissioner Kolagotla foot steps and assist with any duties. 3. Hair - Commissioner Tovar will be in charge of recruiting six (6) to ten (10) volunteers for hair. 4. Nails - Commissioner Kolagotla will oversee nails again. She will be assisted by Commissioner Schulte. Both are required to recruit approximately ten (10) volunteers. 5. Arts and Crafts - Commissioner Song, Commissioner Apte, and Commissioner Martinez will oversee all arts and crafts. Supplies discussed from last years arts and crafts were two-hundred (200) crowns, color pages, stickers and jewels. Four (4) volunteers are needed for this group. 6. Photo Booth - Commissioner Tovar will get in touch with previous Commissioners. She will see if they have interest in volunteering for the event. Commissioner Fajardo and Commissioner Chargin managed the photo booth last year. 7. Face Painting - Commissioner Ramirez will be in charge of face painting. Three (3) to four (4) volunteers are needed for this group. Commissioner Apte recommended in recruiting volunteers from GECA. 8. Music - Staff Bautista will be the lead for music. No volunteers are needed. 9. Publicity - Every Commissioner and staff will provide personal outreach for the event. Social media, flyers to businesses and schools, activity guide and word of mouth. 10. Donations - Chair Song will be in charge of donations. Last year, Chair Sabharwal was able to receive a donation from Costco for $50.00. 11. Flyer - Staff Bautista and recreation will manage the flyer and share with the Commission. 12. Hula - The Commission agreed to bring back the Hula dancers. Staff Bautista will be inviting Hula to join the 2020 event in March. Page 4 of 6 13. Food - Commissioner Lopez and Commissioner Alonso will be in charge with set up of food. Two volunteers are needed. XI. OLD BUSINESS A. Yack Attack Annoucement Staff Bautista informed the Youth Commission that the Pampered Princess Party event is the same day as the Yack Attack event in Sunnyvale. Unfortunately, both events are on Saturday, March 7, 2020 and will overlap. Since the Commission puts on the Pampered Princess Party, the Commission will focus on this event. B. Gilroy Holiday Parade Experience. 1. Report (Chair Song) 2. Public Comment 3. Possible Action: Receive and comment on the Youth Commission experience with the Gilroy Holiday Parade. The Gilroy Commission had a fun and interesting experience to say the least. The Holiday Parade event was raining, cold and windy. Due to the rain, the Commission walked in front of Santa's Cadillac. The Commission mentioned that they were soaked towards the end of the event. The Commission agreed that they will all be better prepared for the weather next year. C. Confirmation for Breakfast with Santa Event. The Youth Commission agreed to volunteer for Breakfast with Santa on Saturday, December 14, 2019. Last year, members of the Commission volunteered their time with arts and crafts, and pictures. This is not a Commission sanctioned event and attendance is voluntary. The following Commissioners agreed to volunteer: - Commissioner Elizabeth Van Sambeek - Commissioner Joshua Martinez - Commissioner Bryan Alonso D. Refine Youth Commission Mission Statement. "For the 2019-2020 year, the Gilroy Youth Commission strives to organize events that inspire and enrich the youth of Gilroy. To achieve this goal, we will expand the Pampered Princess Party and hone our leadership skills through Yack Attack to better impact and advocate for the youth." Motion was made by Commissioner Apte to move this discussion to the Monday, January 13, 2020 regular meeting as written. The motion was seconded by Chair Song. The motion carried with a 9-0-2 vote (absent: Commissioner Sabharwal and Commissioner Van Sambeek). XII. COMMITTEE REPORTS None. XIII. AGENDA ITEMS FOR NEXT MEETING The Gilroy Youth Commission requested the following items to be listed on the next agenda: 1. Career Fair Update 2. Breakfast with Santa Review 3. Pampered Princess Party Event Breakdown 4. Revisit Youth Commission Mission Statement A motion was made by Commissioner Kolagotla to approve the agenda items for next meeting. The motion was seconded by Commissioner Apte. The motion carried with a 9-0-2 vote (absent: Commissioner Sabharwal and Commissioner Van Sambeek). XIV. STAFF COMMENTS Staff Bautista thanked the Commission for volunteering at the 2019 Holiday Parade. XV. ADJOURNMENT A motion was made by Chair Song to adjourn the meeting. The motion was seconded by Commissioner Kolagotla. The motion carried with a 9-0-2 vote (absent: Commissioner Sabharwal and Commissioner Van Sambeek). Chair Song adjourned the meeting at 7:07 p.m. XVI.
