I.OPENING
A.Call to Order and Roll Call
Chairperson Esposito called the meeting to order at 7:02 p.m.
ROLL CALL:
Present: Commissioner Alison Beach, Chairperson Robert Esposito,
Commissioner Rebecca Scheel, Commissioner James Weaver
Absent: Commissioner Diana Bentz
II.PRESENTATIONS TO THE OPEN GOVERNMENT COMMISSION
A.PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE
AGENDA BUT WITHIN THE COMMISSION’s SUBJECT MATTER JURISDICTION
There were none.
III.CONSENT CALENDAR
A,Approval of the Minutes of the August 22, 2019 Regular Meeting
There were no public comments.
Motion on Item III. A.
Motion was made by Commissioner Esposito, seconded by Commissioner Beach
and carried with a 4-0-1 vote to approve the August 22, 2019 minutes
(Commissioner Bentz absent).
IV.UNFINISHED BUSINESS
A.Discussion of Potential Training Options for Commissioners
The staff report was presented by City Clerk Freels. She explained that City Administrator
Gonzalez had suggested she reach out to a regional trainer, Dr. Frank Benest, who
focused on local government leadership and ethics trainings, which she had done and

was awaiting his reply. She also described the PRA session Assistant City Attorney
Houston and another Attorney were conducting in Burlingame in April.
There were no public comments.
The Commission agreed to continue to look for training opportunities.
V.NEW BUSINESS
A.Quarterly Review of Public Records Requests Per Gilroy Code Section 17A.35 (c)
(Third Quarter, 2019)
The staff report was presented by City Clerk Freels.
There were no public comments.
Motion on Item III. A.
Motion was made by Commissioner Scheel, seconded by Commissioner Esposito
and carried with a 4-0-1 vote to receive the report (Commissioner Bentz absent).
B. Review Presentation for Annual Presentation to Council November 18, 2019
The PowerPoint was presented by City Clerk Freels.
The Commissioners provided input on the slides.
There were no public comments.
C.Approval of 2020 Annual Calendar of Open Government Commission Meetings
City Clerk Freels presented the item.
There were no public comments.
The Commissioners adjusted the February meeting date to February 27, 2020.
Motion on Item III.C.
Motion was made by Commissioner Scheel, seconded by Commissioner Esposito
and carried with a 4-0-1 vote to approve the 2020 calendar of Open Government
Commission meetings as amended (Commissioner Bentz absent).
VI.CITY ADMINISTRATOR’S REPORT
There was none.
VII. CITY CLERK’S REPORT

A.Report on the City of Gilroy Records Retention Schedule Update
City Clerk Freels presented the update to the City’s Records Retention Schedule
explaining that it was schedule for completion in December.

There was none.
IX. REPORTS OF COMMISSION MEMBERS
There were none.
X. FUTURE COMMISSION INITIATED AGENDA ITEMS
The Commission agreed to continue to agendize potential training options for
Commissioners.
