BPC Meeting Minutes July 23, 2013 Page 2 PUBLIC PRESENT None APPROVAL OF MINUTES Minutes of Tuesday, June 25, 2013 Regular Meeting (Minutes attached) Libby made a Motion to approve the minutes of the Tuesday, June 25, 2013 of the BPC regular meeting as written. The motion was seconded by Conrad and hearing no objections it was so ordered. OLD BUSINESS WALKABLE CITIES – RESOLUTION/PROCLAMATION – Update - Henry http://www.bikewalk.org/pdfs/ncbwpubwalkablecomm.pdf Henry shared copies of the adopted complete streets resolution passed by the City Council on November 5, 2012. City staff asked Henry to inquire of the Commission if this resolution meets the intent of the Walkable Cities proclamation or if the Commission would like to continue to develop their own language in support of a proclamation. Henry did not read the whole resolution into the record but did review the document with the Commission. After some discussion it was decided that the Commissioners would take this document home to review with the purpose of bringing it back to the next meeting prepared to discuss and make a decision on this Complete Streets Resolution. 6:15 pm – Thomas arrived at the meeting. BICYCLE FRIENDLY CITY AWARD APPLICATION- HENRY Henry shared copies of the League’s Bicycle Friendly America Award Program with the Commissioners. Henry asked the Commission to please review the document for the purpose of discussion at the August meeting. Henry reported to the Commission that the deadline to apply is February of each year. DOWNTOWN OUTDOOR DINING AND BIKE RACK IN FRONT OF GARLIC CAFÉ – Update - Henry Henry reported to the Commission that the Public Works Director has agreed to remove the bike rack in front of the Garlic Café however; the issue now is finding a new location for this bike rack. The goal will be to keep this particular bike rack within this block of the street. GRANTS/FUNDING – Update – Henry Henry told the Commission that the City of Gilroy is following thru with applications for all OBAG (One Bay Area Grant) grants and meeting all deadlines. Grant funding was received for the Ronan Channel trail and the money should be received early next year. GRANTS/FUNDING – Update – Henry Cont’d Henry also reported that he is moving forward with design consultants for bid packages for the Ronan Trail Construction which should begin in the summer of 2014. The Ronan Trail grant is for over a million dollars. Henry told the Commissioners that in addition the City has received additional BEP (Bicycle Expenditure Program) Grant funding in the amount of over $600,000., to construct the Uvas Creek trail with extensions North to Gilroy Gardens and South to Gavilan College by the end of 2014. BPC Meeting Minutes July 23, 2013 Page 3 MONTEREY DUETS/KB HOMES/LUCHESS & MONTEREY – Update – Henry Henry shared copies of the project map with the Commissioners. This project, submitted by KB Homes is proposed for the Southwest corner of Luchessa and Monterey. The development involves private streets in a circle pattern with two access points to Luchessa one will be Church St. and it will line up with the existing Church St. and the other will be Hyde Park Dr. and it will line up with the existing Hyde Park Dr. The units will be single family dwellings with common motor court driveways, meandering sidewalks with full ADA ramp accommodations and there will be an asphalt walking path connecting to the existing Uvas Creek trail. The developer has been conditioned to provide these external street improvements including changing Luchessa Road to 4 lanes with bicycle lanes, vehicular road markings and a new traffic signal at Princevalle and Luchessa. The developer will also have to improve the traffic signal at Luchessa/Monterey, 10th/Monterey Road, and a roundabout at Luchessa/Thomas. Amenities will include the left turn pockets and ADA ramps for all corners and chirping signals. Libby asked how many homes will be built for this project. Henry told the commissioners that there will be a total of 214 homes built in 3 phases. Libby and Eldon expressed concern that there are only two entrances/exits into and out of this project. Tony asked for more information about access to public transportation inside and outside the development. Henry stated that at present there is so public transportation at the site but sometime in the future there will be service along Monterey. Residents will have to walk out of the neighborhood and walk up to Monterey for public transportation. Thomas expressed concern that there are no crosswalks marked within the development. Thomas asked about speed limits within the development and on Luchessa. Henry stated that inside the project the streets are private streets and are not required to be posted however; local streets are required to be limited to 25 mph. The City will not be installing speed limit signs within the development but that the future HOA could make that determination. Luchessa Road will remain at 35 mph, Hyde Park Dr. will remain at 25 mph, Church will be posted at 30 mph and Monterey will be lowered and posted from 50 to 40 mph. Eldon suggested lighted signal, 4-way at Hyde Park/Luchessa and also at Church St./Luchessa. Henry did not see this as a possibility; however, he will forward the suggestion. BPC Meeting Minutes July 23, 2013 Page 4 Thomas asked about lighting plan for this development and along Luchessa. Henry told the Commission that lighting within the community will be put in and maintained by the HOA and they are negotiating with the developer for lighting improvement along Luchessa Road. Thomas asked about parking and bike lanes along Luchessa. Henry told the commission that there will be 6’ bike lanes with no parking on Luchessa and it will be posted “No Parking”. Conrad expressed a concern regarding street sweeping and he would like to see some improvement by Recology. Henry will report this concern to Recology. Henry explained to the Commission that the grading will be done first, followed by the streets and paths. Henry also explained that the improvements on Luchessa will probably not be completed until perhaps 2014. Thomas made the motion and Eldon seconded the motion asking Henry to bring all of the Commissioner’s concerns and recommendations to the Planning Commission regarding this project. NEW BUSINESS MONTHLY DEVELOPOMENT REVIEWS - Henry The Glen Loma specific plan was completed in 2007 but due to the downturn in the economy the plan was put on hiatus. As of last month the developer has moved forward with reactivating the Glen Loma Specific plan. The project is bordered by Uvas Creek on the North, San Tomas Blvd. on the South, the new Las Animas School on the East and Santa Teresa Blvd. on the West. This is a project covers several hundred acres that will include affordable housing, schools, senior housing, commercial areas, including a “town center” and a fire station. Within the project there will also be dedicated city parks, reserved natural open spaces, walking paths and trails. Within the project as shown on the map there are separately named subdivisions. The subdivisions that are proposed to be built first are Vista Bella, Petite Sirah and Mataro. 10th Street will serve as a connector running thru this project connecting to Santa Teresa Blvd. Miller will not be a connecting street thru this project. Not every street within the scope of this project will become a public street. The developer is committed to providing the class 1 trail along Santa Teresa Blvd., there are plans to connect existing city trails and efforts to make the community tie into the Christmas Hill Park area. It is anticipated that West Luchessa will connect to 10th St. and continue on to Santa Teresa Blvd. Henry explained to the Commissioners that because this project started several years ago it may not be required to incorporate Complete Streets into this project. Tony would like to recommend that Complete Streets be incorporated whenever possible. The first reading of this project will be at the Planning Commission Meeting on August 5, 2013. BPC Meeting Minutes July 23, 2013 Page 5 GENERAL PLAN SCOPE OF WORK - Henry Henry told the City Council has completed all the interviews of candidates for the General Plan Update Committee and the Committee is now made up of 25 members and the names have been published. Henry gave each Commissioner a handout that describes what another community did with their particular general plan update, just for information. BPC ATTEND PSAP STREET REVIEW ON JULY 30, 2013 - Henry Henry explained to the Commission that on July 30, 2013 a committee is being formed to audit 6 locations for evaluation of Pedestrian needs. This is a preliminary list that has been submitted to the UC Berkeley Institute of Transportation Studies. Henry told the Commissioners that he will forward this information to each of their emails. The group will meet at 8:30 a.m. on the morning of Tuesday, July 30, 2013 at the City Council Chambers and the City will provide transportation for this audit. There will be 3 experts involved with this audit who will be looking at people with different mobility needs, pedestrian safety, intersection design, and how people use these intersections. The Pedestrian Safety Audit Program itself requires us to look a variety of street types. Henry explained that the following list of locations offers the variety of locations required for the audit. Mantelli @ Wren 1st St. @ Wren 10th @ Chestnut Leavesley @ San Ysidro/101 Leavesley @ Murray If time permits Pacheco Pass Hwy @ Camino Arroyo And possibly 6th St. @ Forest St. Tony asked how much time it will take to complete the audit. Henry stated that he felt that it could take about 4 hours, perhaps 9 a.m. to 1 p.m. Henry advised the Commissioners that there will be a preparation meeting the day before at City Hall. Henry told the Commissioners that members of the Handicapped Appeals Board, members of Police staff, Planning staff and other members of the Community will also be participating in this audit. Tony would like to see the downtown included in this assessment. Henry did not include the downtown due to the recent improvements in the downtown area. Henry asked the Commission if they would rather include the downtown instead of Pacheco Pass and Camino Arroyo. Libby stated that she would like to see the downtown included from 4th St. to 6th St. along Monterey Rd. Henry told the Commission that he would include this area in the list of locations to audit. Henry told the Commission that he would include this area of the downtown instead of Pacheco Pass Hwy. & Camino Arroyo. Henry explained that this is an opportunity to have some input from a 3rd party on areas that are a concern or have been a concern to the Commission. BPC Meeting Minutes July 23, 2013 Page 6 Henry shared copies of the application that he submitted to the ITS in order to get the help with the audit and the other page is a list of other programs that are available from ITS. COMMISSIONER’S REPORTS VTA-BPAC MEETING – THOMAS MUNIZ Nothing to report/meeting was cancelled. COMMISSIONER ANNOUNCEMENTS Libby – nothing to report Thomas – Just wanted to acknowledge the good work being done on Church St. bike lane additions and lane restriping project. Conrad – Told the Commission that he really enjoyed working on the bike to work day energizer station. Conrad gave staff the sign in sheet from the energizer station , to be included in the folder for this annual event. Tony – Reported to the Commission that he has made contact with the downtown association by attending the last meeting held in June. Tony reported that the board welcomed the contact and is open to working with the BPC. Tony stated that he will be attending future meetings. Libby asked Tony if he mad e the board aware of the audit that is going to be held on July 30th. Tony told the Commission that he will forward the invitation to participate in the audit to the downtown association board. Tony also reported that he and Libby are committed to work th e bicycle parking area at the Garlic Festival. Eldon – Thanked Henry for the work being done in front of Gilroy Café. Eldon would like to see someone from the City driving around the City to make note of all the stop signs that are being blocked by trees that are badly overgrown. Eldon also reported that the “school crossing” sign at the Wren at Byers crosswalk near El Roble Park has not been replaced. Henry indicated that it is on the work order and will be installed soon. BPC PLANNING CALENDAR Nothing new to add to the calendar at this time. Henry will be looking into the Bicycle Safety Class and will put this on the agenda for the August meeting. Libby suggested working with CMAP on some type of instructional class or video.
