COMMISSION SECRETARY’S REPORT ON POSTING THE AGENDA
The agenda for the Tuesday, April 22, 2014, Bicycle Pedestrian regular meeting was posted on
Friday April 18th, 2014 in the window of the foyer close to the Council Chambers and online by Susan
Johnson.
PRESENTATIONS TO COMMISSION
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITE MS NOT ON THE AGENDA,
BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN
COMMISSION Please limit your comments to 3 minutes

action is requested, the Commission may place the matter on a future agenda.)
Public Present: No public presentations
B. Mayor Gage’s annual presentation to Bicycle Pedestrian Commission – Mayor Gage gave an
introduction and explained he was present to provide updates regarding City issues listed
below and to answer any questions the commission had. Mayor Gage opened up tal king
about Roundabouts and informed the commission that the City has 4 roundabouts in progress
and he also provided the commission with statistical data to further endorse the safety of the
roundabouts. Mayor Gage also informed the commission that the cur rent negotiations with
Public Safety departments are being done without any outside consultants and/or attorneys.
The next topic that Mayor Gage discussed was the progress of the Glen Loma Project. He
stated that the tentative map has just been approved for the first phase of 369 homes and
construction will begin late spring/early summer of 2014. The Filice project (Glen Loma)
promises to relieve traffic congestion, especially at Solorasano Middle School which is
currently a major concern. Mayor Gage included that the Glen Loma Project will create
walkable and bikeable communities by connecting bicycle paths to get to Christmas Hill Park,
Solorasano Middle School, and other surrounding neighborhoods. He mentioned that the
lifetime of the project will bring approximately 1700 new homes, new neighborhood parks, and
a new fire station.
Mayor Gage also touched on the topic of the City budget. He stated that the City currently has
a healthy balanced budget for 2013-2015, which includes the staffing of 3 new full time Police
Officers, and 3 new full time Fire Fighter’s, as well as a few other new full time staff positions
that were eliminated in the 2007/2008 cuts. According to Mayor Gage, Sales tax revenue is
going up, but has not yet reached 2007 levels. Mayor Gage then discussed how the City is
working with business, more specifically auto dealers to rename the overpass at 10th and
Chestnut to Auto Mall Parkway, which will bring in more auto dealership business. He said
that the sign change could take 14-18 months. The Mayor also pleased to update us on the
downtown URM buildings and was happy to announce that the number of URM buildings has
gone from 18 to 3, all 15 are in proce ss and on schedule for completion! Finally he discussed
the upcoming road expansions on Santa Teresa Blvd. and Highways 25 and 101 to improve
traffic conditions.
Mayor Gage then responded to questions and concerns from the council regarding bicycle
lanes and paths throughout the new Glen Loma development as well as what changes would
be made on Santa Teresa and through the 101 and Monterey Rd. expansion , and he
answered questions in regards to the new sign ordinance.

APPROVAL OF MINUTES
Commissioner Muniz made a motion to approve the minutes of the Tuesday, March 25th, 2014
Bicycle Pedestrian Commission regular meeting as written. The motion was second by
Commissioner Lai, and hearing no objections it was so ordered.
OLD BUSINESS
A. General Plan Update Discussion – Henry Servin, Transportation Engineer gave a brief update
and stated that the program is going along well and that all is on schedule. Commissioner
Muniz was in attendance at the last meeting and he discussed the Vision Statement. He
recited the two statements that the committee had to choose from and pointed out how the
Vision of Gilroy is currently being viewed and he said that the statement is being based on the
10 guiding principles. Commissioner Muniz also wanted to mention that there was a diverse
group present and that many ideas came from youth participants.
Action: Chair Marandos asked for a an email to update the commission about topics of the
meetings so that anything pertaining to the Bicycle Pedestrian Commission could be discussed
and quested could be presented at the meetings.
NEW BUSINESS
A. Bike to Work Day - Henry Servin, Transportation Engineer gave a brief report and updated in
regards to the annual Bike to Work Day. He stated that three Energizer locations would be
hosted around the city at three different times. Chair Marandos stated that he attended the
Downtown Associations board meeting and announced the bike to work day effort and
merchants did agree to participate by offering discounts to bikers. In addition Chair Marandos
also arranged for bicycle parking at the Pinnacle Bank and he was able to get volunteers lined
up to park bikes during the lunch hour. Henry Servin, Transportation Engineer informed the
commission that was seeking a City Council proclamation at the May 5th City Council meeting.
Commissioner Lai will contact Mr. Hentschke so he can attend.
B. Recognition Award for Curt Hentschke (To award his great efforts to encourage bike riders
through his column in the Out and About Magazine) – Henry Servin, Transportation Engineer
would like to forward the proclamation to Commissioner Lai and all other commissioners for
final review and editing. Once council has revised and approved document, he stated he
would forward to the City Clerk’s office to include in the Agenda for next Council meeting.
C. Complete Streets Policy- Henry Servin, Transportation Engineer gave a brief update. He
stated that s part of General Plan update; he has been able to engage staff to allow the Bicycle
Pedestrian Committee to present what they believe to be Complete Streets. Henry is
welcoming any commissioners to meet and discuss what should be included in the
presentation and invites commissioners to work together to a power point to present to
Committee. The hope is that the General Plan update will include the Bicycle Pedestrian
Commissions language as a part of the Complete Streets policy.

CORRESPONDENCE- NONE
COMMISSIONER’S REPORTS
A. Valley Transportation Authority Bicycle & Pedestrian Advisory Committee Meeting- Henry
Servin, Transportation Engineer said that since Commissioner Muniz would not be able to
attend due to schedule conflict with City of Gilroy’s General Plan Update Committee meetings,
Henry Servin contacted Valley Transportation Authority to ask for suggestions about how
South County could continue having representation. A conclusion was reached that by a
motion Henry could solicit the position and general public could apply and the commission
could vote to determine who could be sent as a delegate to the VTA-BPAC meetings to
represent Gilroy. Commissioner Muniz suggested that applicants should have vested interest
and preferably live in Gilroy.
Action: Commissioner Lai moved to direct Henry Servin to procure a process to begin an
application process through the City Clerk’s office.
STAFF COMMENTS
A. Henry Servin scheduled Sidewalk Café follow up discussion for next meeting, but he did state
that Council had released a fee schedule so that nominal fees would be assessed and he gave
a brief explanation of fees.
B. Henry Servin informed the commission that a system has been established to work with City
code enforcement. He said it was created to enhance not diminish downtown appearance.
C. Henry Servin informed the commission that the Annual presentation to City Council has been
scheduled to take place on July 1st.
