PRESENTATIONS TO COMMISSION
A. PUBLIC COMMENT BY MEMBERS OF THE PUBLIC ON ITEMS NOT ON THE AGENDA,
BUT WITHIN THE SUBJECT MATTER JURISDICTION OF THE BICYCLE PEDESTRIAN
COMMISSION Please limit your comments to 3 minutes
This portion of the meeting is reserved for persons desiring to address the commission on
matters not on the agenda. The law does not permit Commission action or extended
discussion of any item not on the agenda except under special circumstances. If Commission
action is requested, the Commission may place the matter on a future agenda.)
Public Present: Rick Smelser, Public Works Director - Rick Smelser — Discussions about Quali of
Life Measure to bring BPC commissioners up to speed as to what items polled individuals would like
to see for improving the quality of life in Gilroy. Surveys have shown that gang and crime prevention,
broken sidewalks and cracked streets are the main citizen issues. Emergency Services
communication systems need updating to be at par with other surrounding cities is another major
concern. City is working on having a plan drawn up in the next few months, however there is no
reliable source of income to implement quality of life measures. Increasing taxes or bondage would
be the funding source to implement the quality of life measures. Rick also asked the commissioners
to complete and return the survey if they had not already completed one. Rick asked the
commissioner to please help spread the word to others in the community to become more involved in
expressing what the community would like to see in the propose quality of life ballot measure.
APPROVAL OF MINUTES
Vice. Chair Libby Lai made a motion to approve the minutes of the Tuesday, May 27, 2014 Bicycle
Pedestrian Commission regular meeting with corrections made in first paragraph of page 4. The
motion was second by Commissioner Muniz, and hearing no objections it was so ordered.
OLD BUSINESS
A. General Plan Update Discussion — Thomas Muniz gave a brief update and stated that the
meeting there was a public outreach to talk to regional areas within the City of Gilroy or focus
areas that the general plan updated committee will be looking at the next three years.
B. Valley Transportation Authority Bicycle Pedestrian Advisory Committee Representative
Interviews and Selection Henry Servin gave update regarding one new appiicant, but let -
commission know that applicant regretfully could not attend. In agenda packet Henry
presented the applicants submittal for the review of the commission. Henry stated that they
could review and if commission, wished they could invite applicant back to next meeting.. Chair
Marandos and Thomas Muniz stated that they would like to invite existing applicant and any
new applicants to the July meeting.
C. Annual Report to City Council on July 1St — Henry Servin, Transportation Engineer provided a
packet of the proposed July 1St presentation and annual update. Henry Servin thanked the
subcommittee for working on presentation and he reviewed the presentation page by page to
review information. The presentation included accomplishments for 2014, development of
walkable cities statement, bike to work day event, reviewing. major developments in the City of
Gilroy, monitor the condition of City streets and roads. The presentation also includes the
Commissions goals and visibility, the commissioner's outreach to citizens and the community
including Garlic Festival bike parking, promotion of bicycle awareness month. Henry Servin

will prepare final draft of presentation and present it to City Council. Commissioners had minor
suggestions; Henry Servin took note and will make adjustments and submit final form to
subcommittee before council presentation.
NEW BUSINESS
A. Santa Clara County Roads and Airports Department — County Expressway Plan 2040
presented by Dawn Cameron, Project Manager — She also introduced Michelle Hunt from
Hexagon. Dawn introduces county transportation planning and presentation gives the range of
roads that the County transportation is responsible for operating and planning for. Dawn
explains that they are under a January 2015 deadline to update circulation mobility elements to
comply with the complete streets act. Dawn Cameron provided FAQ sheets for the county
expressway plan 2040 and discussed all of the FAA's with the commissioners. Dawn
discussed the approach to the complete streets requirements and how that will be incorporated
into each city's transportation network. Dawn also discussed the roads master plan. Once
Dawn was done with the presentation she opened it up for discussion and questions from the
commissioners. Commissioner's asked questions, as well as shared their comments and
suggestions. Chair Marandos also provided helpful suggestions to include in the County's
expressway plan.
B. Complete Streets Policy — Henry Servin, Transportation Engineer gave a brief presentation
and started off by explaining that the next few Bicycle Pedestrian Commission meetings in
working on how to articulate complete streets policy's into the general plan update and from
this point craft language that will spell out what complete streets means to new and existing
streets in Gilroy.
CORRESPONDENCE- Sergeant Kurt Ashley, the City did receive office of traffic safety grant
for 2015 in the amount of $107,423.00. Part of the grant is that the city will conduct bicycle
safety and rodeos to educate bicyclist and pedestrians in the safety of walking and biking.
COMMISSIONER'S REPORTS
A. Valley Transportation Authority Bicycle & Pedestrian Advisory Committee Meeting- No Reports
B. Commissioner Announcements - Eldon Chappell asked Henry about the timeline of restriping
after a street has been repaved. Henry Servin stated that the process should take no longer
than 30 days. Eldon Chappell had a specific interest at the intersection of Miller and Gtr, as well
as at Chestnut St. and Old Gilroy St.
STAFF COMMENTS
Chair Marandos would like to purse what Caltrans plans are for the ramps along First Street.
Henry Servin will follow up in regards to the crosswalks along First Street.
